The lnltlal step in submlttlng an appllcatlon for federal mass
transportatlon funds 1S to authorlze the Clty Manager to flle such a
document and to set the date for a publlC hearing on the appllcation.
ThlS report requests that the Clty Councll do this to enable the
Transportatlon Department to recelve federal grant funds for both
cap1tal and operatlng purposes.
Background
The Clty'S Transportatlon Department lS ellglble to recelve federal
funds both to assist ln purchasing capltal items and to help cover
operatlonal deflclts, under the Urban Mass Transportat1on Act of 1964.
as amended. In order to obtaln such funds, an appllcatlon Nust be flIed
wlth the federal Urban Mass Transportatlon Admlnistratlon.
Local Share of Grants
Grants made by lThITA for capltal purchases must be matched by a local
contrlbution of 20% af the gross proJect cost, whlch the Department lntends
to obtaln from sales tax revenues made available to the Bus Llnes through
the Local Transportatlon Fund, better known as SB 325. and from revenues
derlved from the sale of used buses.

The grant request used to cover operatIng defICIts must be matched
equally by local funds. Local funds for this purpose are agaIn
available to the Department through SB 325 and through revenue derIved
from the sale of advertISIng space on the buses.
Although the federal government allows capItal and operatIng grants to
be applIed for under SectIon 5 of the Urban Mass Transportation Act,
the Southern CalIfornia ASSOCIatIon of Governments (SCAG), ln Its role
as the metropolItan p1annlng organIzatIon, reqUIres that only operatlng
funds be applIed for under SectIon 5 and that all capital grant requests
be made under Section 3
tlons.
The operatIng grant applIcatIon requests SI,155,000, WhICh IS the maXImum
allocatIon that SCAG will conSIder for Santa Mon~ca If approved, the
ThIS neceSSItates the submISSIon of two appllca-
grant cannot exceed $1,155,000. However, the amount Nay be less, based
upon actual operatIng results for FY 1977-78
Bus Purchase
The applicatIon for capItal aSSIstance WIll help the DepartNent purchase
fIfteen new aIr-condItIoned, dIesel tranSIt buses The buses will be
used to replace ten coaches bUIlt In 1965 and 1966, and to increase fleet
Slze by flve vehIcles. The fIve addltions w1ll allow the Department to
have suffICIent vehicles to cover the 38% Increase In patronage experIenced
SInce fIscal 1973. The gross cost of the buses IS estimated to be SI,980,OOO,
of whlch $1,584,000 WIll be the federal share.
By authorIzing the CIty ~anager to fIle the applIcatIons, the Manager can
offICIally submlt them to the Southern CalifornIa ASSOCIation of Governments
for theIr concurrence after the completIon of the publIC hearIng. No CIty
funds wlll be needed to fInance the local share of eIther grant.

Alternatives
1. The City Councll may choose not to authorlze the flllng of the
appllcatlons. The City would then lose the beneflt of a posslble
$2,739,000 ln federal transportatlon funds.

by approvlng the attached resolutlons and set a date for holdIng the
publlc hearlng on the applIcations,
Recommendatlons
Clty Staff recommends that the Clty Council authorlze the Clty ~anager
to flle the applIcatIons by approvlng the attached resolutions, and that
the Councll also set a publlC hearlng date of January 19, 1978. It is
further recommended that the CIty CouncIl appoInt the following people
to the publlC hearIng board'

Adoption of a Resolution to Ar..end a Pending Federal Grant
Application to Include Funds for Installation of a UnIform
Reporting System of FInancial and Operating Data for the
Transportation Department.
Introduction:
Regulations issued by the Federal Urban Mass Transportation AdMInistration
(U~ITA), describe precise requirements for the uniform reporting of transit
system financial. accounting and operational information nationwide. To be
eligible for future Federal and State transit funds, the Transportation De-
partment must, by July 1. 1978, convert its existing accounting and infor-
matlon reporting system to the system required by U\ITA. In order to proceed
With this work, this report recommends that the City Council authorize the
City Manager to anend an application currently being reViewed by U~ITA to in-
clude funds to cover 80% of the expected project costs, and permit City Staff
to request proposals from qua11fled firms to perform the reqUired ~ork.
Background:
After years of development and refinement, U~ITA has issued final regulations
which require ~ransit properties to convert to a unIform system of reporting
flnancial, accounting and operatlng information. To ease the f1nanclal burden
on transit operators, W,ITA has announced that 1t will accept applications for
funds to help pay for the conversion. However, in order to be eligible for
federal ass1stance, U~ITA required that each operator prep3rc a KotlCC of Intent
by August 1, 1977.
The City Council at its May 10, 1977 meeting, authorized the City Manager to
retain the firm of Arthur Andersen and Co, to work WIth City Staff to dcvclo~
a detailed work plan for the 10stallation of the required f1nnncial and in-

ject. DiSCUSSIons wIth U~IT~ staff indlcate that amendIng a City grant applJ.-
cation now being processed in Nashington. is the easiest and quickest way to
obtaIn proj ect funding. The estimated total cost for uapl ementlng the required
system 15 $211 ,SOD, of whJ.ch U~1TA 1.5 expected to provide a maximum of 80%, which
\wuld amount to $169,200. The remaln1ng amount would come fron the Transpor-
tat10n Department's local sales tdX proceeds, of which $17,500 will be utilized
to reimburse the Clty for in-house labor involved. No City funds would be
requ~red.
Alternatlves:
1. The City Council could choose not to install the uniform system of re-
cord keeping and reporting. Th1s would make the City inelIgible to receive
Federal and State funding assistance.
2. C1ty staff could attempt to perform all tasks required to Implement the
nece5sary changes ~ithout using outside services. In order to accompllsh this
~ork, the City would have to hlre or traln employees in several technIcal spccial-
itles or place a lower priority on accomplIshIng other C1ty work in several
areas. Further, it is doubtful that the de:ldline est..bllshed by U:"ITA for meet-
lng reporting requirements could be met.
3. The City Council could authorize the City Manager to flle ."10 amendment to
a grant application currently before ~ITA to obtain funding for the project im-

Recoffiwendation
Staff recommends that the Clty Co~nci1 approve the attached resolution to
authorize the City Manager to flle an appllcation with the Urban Mass Transpor-
tation Administration (~ITA) for federal financial assistance to meet the re-
quirements of that agency for lnstallation of a uniform system of financial and
informatlon reporting. Staff also recommends that the City Council authorlze
the City Staff to request proposals from qua11fied flrms to install the required
system.
