Subm1ss1on of AppllcabnnsUnder Sectlon 3 and Sectlon 5 of the Urban Mass Transportatlon Act of 1964 and the Sett1ng of a Date for the PubliC Hearing on the Applicat10ns Introduct1on The 1nltial step in submitting an application for federal mass transpor- tatlon funds 1S to authorize the C1ty Manager to flle such a document and to set the date for a publlC hear1ng on the application. Th1S report requests that the City Council do thiS to enable the Transportation Department to rece1ve federal grant funds for both capital and operating purposes. Background The City'S Transportat1on Department lS ellgible to receive federal funds both to assist ln purchaslng cap1tal ltems and to help cover operat1onal defic1ts, under the Urban Mass Transportat1on Act of 1964, as amended. In order to obtain such funds, an appllcatlon must be flIed with the federal Urban Mass Transportation ~dmlnlstratlon. Local Share of Grants Grants made by U~ITA for capital purchases must be matched by a local con- trlbution of 20% of the gross project cost, WhiCh the Department intends to obta1n from sales tax revenues made avallable to the Bus Llnes through the Local Transportat1on Fund, better known as SB 325, and from revenues derived from the sale of used buses. The grant request used to cover operating defic1ts must be matched equally by local funds Local funds for thiS purpose are again avallable to the Department through SB 325 and through revenue derived from the sale of advertising space on the buses. 6F s't.f1 '\ 2 ,g7B ~" Mayor and Councll . -2- . ~ugust 31, 1978 The operating grant application requests $1,604,000. Because of the peculi- arltles of U\ITA rules, It IS better for the Transportatlon Department to apply for the maxImum amount that can currently be JustIfIed. If approved, the grant cannot exceed $1,604,000. However, the amount may be less, based upon actual operating results for FY 1978/79. Although the federal government allows capltal and operatIng grants to be applled for under Section 5 of the Urban Mass Transportation ~ct, the Southern California ~SSOclatlon of Governments, in its role as the metropolltan plannlng organIzation, requIres that only operatIng funds be applled for under Sectlon 5 and that all capItal grant requests be made under SectIon 3. Thls necessltates the submlsSlon of two appl1catlons. Bus Purchase The appl1catIon for capltal ass1stance WIll help the Department purchase flfteen new alr-condltloned, d1esel transIt buses. The buses WIll be used to replace fifteen coaches built in 1967 and 1968. The gross cost of the buses 1S est1mated to be $2,174,997, of WhlCh Sl,674,997 wlll be the federal share. ~o C1ty general funds K1lI be needed to flnance the local share of eIther grant. By authorlz1ng the C1ty ~anager to flle the appllcatlons, the Manager can offlc1ally subm1t them to ~ITA, through the Southern Callfornla ~ssOClatlon of Governments, for thelr concurrence after the completIon of the publlc hearlng. ~lternatlves 1.
