Subject: Enrollment of City Council Members in the Public Employees Retirement
System (PERS)
Introduction
This report requests that the City Council provide direction to staff regarding enrollment
of Council Members in the Public Employee Retirement System (PERS).
Background
In November of 1998 a measure to amend the City Charter pertaining to compensation
for City Council Members appeared on the ballot and was passed by the voters. During
preparation of the 2003/04 budget, the City Council inquired whether Council Members
should be enrolled in PERS under the terms of the Charter Amendment. Staff
responded in the June 10, 2003 Information Item addressing budget study session
questions. On June 16, 2003, the City Council adopted a budget that included funds for
prospective enrollment of Council Members in PERS.
Discussion
PERS has no requirement for adoption of a resolution by Council to prospectively enroll
its members. This item is before the Council to ensure that the action that staff will take
to enroll Council Members is publicly noticed.

Budget/Financial Impact
For the current fiscal year, the total due to PERS for enrollment of Council Members is
$7,206 which is available at account number 01273.511780 as a result of the Council’s
adoption of the 2003/04 budget.
Recommendation
It is recommended that the City Council deliberate and provide direction to staff
regarding enrollment of City Council Members in PERS.
