SR-001-05 EPWM: CC: AA: LF: MM:F:\DATA\SPFILES\SP1919\cc1920SeparateRpt.DOC City Council Meeting: November 12,2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Award of Construction Contracts for Park Building Replacements, Phase I Joslyn Park and Reed Park Introduction This report recommends that the City Council award a construction contract to New Creation Engineering and Builders, Inc., in the amount of $393,700 for construction of park building replacements at Joslyn and Reed Parks and approve a contingency amount of $59,055 for the contract. Background On September 12, 2000, the City Council awarded a contract to Daly Genik Architects for architecture and engineering services for the Park Buildings Replacement Project, consistent with the implementation priorities of the City’s Parks and Recreation Master Plan. The goal of the Park Buildings Replacement Project is to improve safety, maintenance, aesthetics, sustainability and ease of use for park buildings consisting of restrooms, concessions, and storage facilities, in eight different City parks. These include Los Amigos, Memorial, Joslyn, Reed, Clover, Hotchkiss, Marine and Stewart Parks. The design and construction of the project has been divided into two phases. Phase I includes improvements at Los Amigos, Memorial, Joslyn and Reed Parks and Phase II includes Clover, Hotchkiss, Marine, and Stewart Parks. 1 Improvements included in Phase I are: Los Amigos Park ? New restroom building; ? New concession stand; and ? New storage building. Memorial Park ? New restroom building; ? New concession stand; ? Announcer’s booth; and ? Storage building. Joslyn Park ? Addition of exterior-facing restrooms to the existing park building. Reed Park ? Remodel of the existing restrooms. Construction for Los Amigos and Memorial Parks was bid separately from Joslyn and Reed Parks because the replacement of buildings in those parks requires a specialized concrete panel system which can be manufactured offsite, for ease of assembly onsite. The construction contract for these parks will be awarded in Spring 2003 allowing for the peak sports season to proceed without construction interference. Joslyn and Reed Parks involve more traditional construction technology which is better suited to their project scopes (minor remodels to existing buildings). 2 Public meetings were held in February and April 2001 to give the community an opportunity to provide input and comment on the new designs. The designs were presented to the Sports Advisory Council on February 7, 2001 and the Recreation and Parks Commission on November 15, 2001. Additional meetings were held with individual sports groups that use the parks, and with the Santa Monica Malibu Unified School District regarding the Los Amigos site. In October 2001, the Ocean Park Community Organization reviewed the Los Amigos and Joslyn Park plans and all of the park plans have received in Architectural Review Board approval. Discussion On September 12 and September 14, 2002, Notices Inviting Bids for the construction contracts were published in the California Section of The Los Angeles Times. Bid packages were requested by 17 contractors for Joslyn and Reed Parks. The City Clerk’s office received sealed bids that were publicly opened and read aloud on October 11, 2002 by the Deputy City Clerk. The results for Joslyn and Reed Parks were: New Creation Engineering & Builders $393,700 Tricon, Inc. $404,510 Advance Building Const. $425,300 3 The City Engineer’s estimate for the project was $350,000. The best bidder, New Creation Engineering & Builders, of Fullerton, CA, supplied the City with the names of recent similar projects. The projects involved a warehouse addition, new learning center with classrooms and offices, tenant improvements, and a community center addition. The references included City of Los Angeles Department of Recreation and Parks, County of Los Angeles, Hillside Learning Center, and Broadband Transport Technologies. All contacts reported that the firm’s work is satisfactory. The State Contractors’ License Board verified that the Contractor’s license is current, active, and in good standing. City staff also verified the good standing of each major subcontractor listed by the Contractor. Construction is scheduled to begin in January 2003 and is estimated to last five months. Budget/Financial Impact FUNDS REQUIRED: SP 1920 Contract $393,700 Contingency $59,055 Total Required $452,755 Funds are available in the following accounts: C01065903.589000 Park Buildings Replacement $270,532 C20065902.589000 Park Buildings Replacement $182,223 Total Available: $452,755 4 These improvements, when realized, will not result in the need for additional staff or services. Recommendation Staff recommends that the City Council: 1. Award a construction contract for the Park Buildings Replacement Project, Phase I, Joslyn Park and Reed Park, to New Creation Engineering and Builders, the best bidder, in the amount of $393,700 and approve $59,055 in contingency funds for this contract. 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
