INTRODUCTION
ThlS report transmits for City Council approval a Flnal Map for the
following Tenant-Participatlng ConverSlon project:

BACKGROUND
The City Planning Ccmmlssion approved the Tentatlve Map and the Ten-
ant-particlpating Conversion for the above proJect on
December 2,
1992, after a public hearing and a careful reVlew of the record and
staff recommendat.l.ons.
The action of the Planning Commission '.tla::
based on the Commlssion's flndings that the proposed Tenant
Participating ConverSlon meets the requlrements of Artlcle XX of tr
Clty Charter and that the proposed subdlvision 1.8 conslstent wi.
appllcable general and speclflc plans as adopted by the City of Sa~
Monica along wlth all mandatory requirements of the Subdlvlsion ~
Act of the State of Callfornia.

The owners have submitted to the City a Written Consent Agreement
bindlng the owners and any successors ln lnterest to each conditlon
imposed in connectlon with approval of thls Tenant-Particlpatlng Con-
verS2on. Th2s Written Consent has been approved by the C2ty Attorney
and the Clty Manager Each partlclpating tenant has been lnformed in
wrlting of his or her rights under Article XX of the Clty Charter.
The Llcense Dlvislon reports that proper arrangements have been made
to ensure payment of the Tenant-Partic1patlng Conversion Tax.
The Flnal Map conforms to the Tentatlve Map. The Flnal Map has been
certified by the City Engineer for conformance with the Tentatlve Map
and condltlons thereon, the Subdlvislon Map Act and local ordlnances.
The City Attorney's offlce has approved a Declaration of Covenants,
Conditlons, and Restr1ctlons, or equivalent document, for this proj-
ect as complYlng with the conditlons of the Tentatlve Map and the
Tenant-Partlcipating ConverSlon.
Council approval of a tlnal map for a Tenant-Particlpatlng Conversion
represents one of the last steps necessary ln the conversion process.
Following City Councll action and approval by the Callfornia Depart-
ment of Real Estate the applicants may begln selllng their unlts to
the tenants As each unit lS sold a conversion tax per Sectlon 2008
of Artlcle XX 1S due in an amount equal to twelve tlmes the monthly
maXlmum allowable rent for that un1t. These taxes will be used to
asslst low and moderate lncome households to purchase or improve
their unlts subject to affordable repayment per Bectlon 2009 of Arti-
cle XX

BUDGET/FISCAL IMPACT
The recommendation presented ln this report does not have an immed1-
ate budget or fiscal impact.
If and as un1ts in the project are sold
in the future, Tenant-Participat1ng Conversion Taxes will be col-
lected pursuant to the provis1ons of Article XX of the City Charter
and some lDcreased property tax revenues may be generated.
RECOMMENDATION
It 1S respectfully recommended that the F1nal Map for this Tenant-
Participatlng Conversion be approved by adoption of the accompany1ng
resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ACCEPTING AND APPROVING
A FINAL SUBDIVISION MAP FOR TRACT NO. 51360
AT 2717 ARIZONA
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS
FOLLOWS:
SECTION 1. That the Flnal Map for Tract No. 51360 in the City
of Santa Monica hereby is accepted and approved.
SECTION 2. That the City Clerk hereby is authorized and direct-
ed to endorse upon the face of said Map this order authenticated by
the Seal of the Clty of Santa Monica.
SECTION 3. That the City Clerk shall certify to the adoption of
this Resolutlon, and thenceforth and thereafter the same shall be in
full force and effect.
