INTRODUCTION
This report recommends that the City Councll direct the Clty Attorney
to prepare an ordinance to amend section 33 66A, S. M. M. C. grantlng
author1ty to the city Parking & Traffic Engineer to establish or
remove Dlsabled Parking Zones (formerly Physlcally Handicapped Zones).
ThlS report also recommends amendment of the municlpal code to replace
the term "Physlcally Handicapped Zones II with "Disabled Parking Zones".
BACKGROUND
Beglnning January 1, 1992, the California Vehlcle Code was amended to
replace the term "Physically Handlcapped Zones" wlth "Disabled Parking
Zonesll.
The City's terminology needs to be consistent with the
California Vehicle Code because it is the basis for local parking
ordinances as found ln the Santa Monlca Municipal Code.
Presently, the City Council authorizes, by resolution, lnstallatlon of
Disabled Parking Zones after favorable recommendation by Clty staff.
This has proven to be time-consuming to those requesting disabled
zones.
Cl ty staff must prepare a staff report, schedule it on an
agenda, and the Clty council must act on the item.
These procedures
are also followed at such tlme that lt becomes necessary to remove
Disabled Parklng Zones.
Favorable recommendatlons for installatlon of Disabled Parklng Zones
are made by the City Parking & TrafflC Engineer if avallable on-street
or off-street parking is not accesslble to the physically handicapped.
Historically,
all
favorable recommendatlons
concerning Disabled
Parking Zones have been approved by the City Council.
Staff belleves that the public will be better served by granting
authority to install Disabled Parking Zones to the City Parklng &
Traffic Engineer because processing and response tlme wll1 be
dramatlcally reduced.
BUDGET/FISCAL IMPACT
There lS no budget or fiscal impact.
RECOMMENDATION
It lS recommended that the city Councll dlrect the city Attorney to
prepare an ordinance to amend sectlon 3366A, S.M.M.C. granting
authority to the Clty Parking & Traffic Engineer to establish or
remove Disabled Parklng Zones, and replace the term "Physically
Handicapped Zones" wlth "Disabled Parking Zonesll.
