Dear Mayor Edwards:
This letter is written on behalf of No Oil, Inc., a non-
profit corporation organlzed for the purpose of safeguarding
the Pacific Palisades and Santa Monica Bay area from pollution
and rlsks posed by oil drilling. As you know, Occidental
Petroleum Corporation has applied for approval of 011 drilling
across from Wlll Rogers State Beach adjacent to the Sunspot
Motel. The applicatlon was denied by the Los Angeles Plannlng
CO~~lssion in November 1982, but approved in principle by the
City Councll on Occidental's appeal ln July, 1984. The
Plannlng Commission will again vote on October 4, and the
applicatlon will go back to the City Conncll shortly thereafter
for final approval. Ten councllmembers have voted to approve
the proJect.
The City Council of Santa Monica has consistently gone
on record at various public hearlngs to register formal oppo-
sltion to this proposal, per the remarks most recently of
Councilwoman Christine Reed at a Los Angeles Planning Department
hearlng on May 17th, 1983. No 011, Inc. feels that the
position taken by Santa Monica is extremely important in its
reflection of the reglonal issue of "general health, welfare and
good zoning practice" which the Clty of Los Angeles is required
to determine. We request an opportunity to speak before your
honorable City Council at the meeting scheduled for September 25,
1984 and to present a suggested resolution for consideration and
vote. The text of the resolution is enclosed herewlth for your
considerat~on.
Please contact the undersigned to confirm whether this
item will be placed on the agenda. We believe it is important
to present this resolution, or one similar to it as drafted by
your own members, to the Planning Commlssion before its vote on
October 4, 1984. While we believe the Los Angeles City Councll
vote may be a foregone conclusion (due to extensive campalgn
contributions by OCCldental, rather than the merits of the
project (see enclosed)), we feel the Planning Commission vote is
critical because of its impact on the Mayor's veto power and any

eventual court challenge. We also feel it is necessary to have
a clear administrative record on Santa Monica's final position,
which has not been publicly stated since Occidental's presen-
tation of a hydrauger drainage system as a Dgift" to the City
of Los Angeles.

Re: OCCIDENTAL PETROLEUM CORPORATION
BE IT RESOLVED, that the City of Santa Monica by
its elected Council, restates and confirms its
consistent opposition to approval of oil drilling
operations at Pacific Coast H~ghway across from
Will Rogers State Beach. The risks of upset,
air pollution and water pollution ~dentified in
the Environmental Impact Report, when weighed
against the total potential ga~n from the drilling,
demonstrate that the project continues to pose a
danger to the health, safety, and welfare of the
c~tizens of Santa Mon~ca, notw~thstand~ng any
proposals to "stabil~ze" the slide mass beh~nd
the dr~ll site. The clean air and recreat~onal
aspects of Santa Monica Bay constitute the maJor
assets of th~s City in terms of good health,
psychological well-be~ng, and economic impact to
business. The impos~tion of an industrial use in
this area, with the potential for blow-outs triggered
by earthquake activ~ty and/or landslides, is un-
acceptable and contrary to the best interests of
the region as a whole. The City of Los Angeles is
urged to deny this proJect outright in considerat~on
of these regional interests, and in consideration
of the potential impact on the Federal Government's
decision whether to permit offshore drilling in the
Bay.
