STAFF REPORT

Resolution Walving Competitive Bids~vaging
and Demolition Work on Santa Monic~Pi~
SUBJECT:
The Director of Emergency Services has concluded that an
urgent necesslty exists to demolish a small port1on of Santa
Monica Pler in order prevent further damage to the Pier and
~ininlze risk to the public.
In addition, the Director of
Emergency Services has concluded that an urgent necessity exists
to atte~pt to salvage property located at the western end of the
Pier that is currently closed.
The denolition work wlll involve a small portion of the
Pler and consist of approximately 16,000 square feet. The
demolition is necessary because of the structural unsoundness of
this area. If this area is not demolished, this area presents a
danger to other portlons of the Pier in the event of future
storms.
In addition, thlS area presents a hazard to boats and
other persons us~ng Santa Monica State Beach.
The oral and
written staff reports of the Director of Emergency Services will
more fully describe the area to be demolished.

publ~c works, authorizes the waiving of competitive bids 1f the

City Counc~l finds, by an affirmative vote of five of its
me~bers,
that
the
work is of urgent necessity for the
preservation of life, health, and property. The de~olltion work
will not exceed the cost of $100,000.
It should be noted that the demolition is a necessary
precondltion
to any reconstruction of the Pier.
However,
recortstruction requires the development of appropriate plans and
the securing of necessary approvals.
In addition, no basis

for waiving competltlve bidding on the reconstruction at
thlS time.
The salvage work will lnvolve removing any property
remaining at the western end of the Pier.
The salvage work will
be accomplished either by using city work forces or contracting
with an appropriate contractor. If city forces are used, certain
equipment will have to be purchased. The salvage work is of
urgent necessity because future storms could result in the 105$
of any remalnlng property and because the property may be removed
by theft. The oral and written staff reports of the Director of
Emergency Services will more fully describe the salvage work.
Munic~pal Code Section 2508, in connection with purchasing
of supplies and services, authorizes the waiving of competitive
bids if the Clty Council f~nds, by an affirmative vote of five of
its members, that the supply or service is of urgent necessity
for the preservation of life, health, and property. The salvage
work w11l not exceed the cost of $25,000.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SA~TA MONICA WAIVING
COMPETITIVE BIDDING FOR DEMOLITION A~D
SALVAGE WORK TO RESPOND
TO LOCAL EMERGENCY
WHEREAS, the D1rector of Emergency Services on January 27,
1983, procla1med a local emergency to eX1st in the City of Santa
Monica; and
WHER~AS, the condit1ons giving r1se to the proclamation of
a local emergency resulted in severe damage to Santa Monica P1er:
and
WHEREAS, the Director of Emergency Services has concluded
that there is an urgent need to enter into a demolition contract
and to either enter into a salvage contract or acquire certain
equip~ent for city work forces to perform the salvage work: and
WHEREAS, the demolition and salvage work are of urgent
necessity for the preservat10n of 11fe, health, and property: and
WHEREAS, C1ty Charter Section 608 and Munic1pal Code
Section 2508 authorize the waiving of competitive bids for the
reasons set forth in th1s Resolution,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1.
The City Council of the City of Santa Monica
waives competitive bidding for the demolition work determined
necessary by the Director of Emergency Services in an amount not
to exceed $100,000. The City Manager is authorized to execute
any and all contracts necessary to secure such demolition.
SECTION 2.
The City Council of the City of Santa Monica
waives competitive bidding for the salvage work determined
necessary by the Director of Emergency Services in an ~~ount not
to exceed $25,000. The City Manager is authorized to execute any
and all contracts necessary to secure such salvage work.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
