ThlS report also requests Clty Counell authorlzatlon to charge the permlttee the salary rate for the bU11dlng attendant on weekends at Memorlal Park 1n addlt10n to the bUlldlng rental fee to enable the cont1nuatlon of Memor1al Park bUlldlng rentals on weekends. Background Durlng the 1983-84 budget reVlew, the staff revlewed all fees and charges and recommended certaln lncreases The Recreatlon & Parks Commlsslon rev1ewed these lncreases and approved them In the budget subm1ttal The C1ty Counell revlewed the reeommendatlons at both the departmental budget hear1ng and flnal budget adoptlon meetlng. In the flnal budget adoptlon, the funds for a SlX day full t1me custodlan were cut back to a f1ve day operat1on. The Recreat10n and Parks Comm1SS1on wlshed th1S serVlce to be contlnued and recommended that the user pay the salary of the attendant on the slxth day, ln addlt10n to the bUlld1ng rental fee. The Clty Counell concurred 1n thlS reeommendatlon and adopted the 1983-84 Recreatlon and Parks Department budget wlth the understand1ng that the Fees and Charges Resolutlon would be amended to reflect thlS change along wlth the sWlmmlng lnstruct10n fee lncrease. . A RESOLUTION OF THE CITY OF SANTA MONICA DECLARING ITS POLICY FOR THE USE OF FACILITIES OPER~TED BY THE RECREATION AND PARKS DEPARTMENT OF THE CITY OF SANTA MONICA IN REGARD TO THE REGULATIONS FOR USING THE SAME AND THE CHARGING OF FEES FOR USING THE SAME. WHEREAS. ,n determining policy in regard to the use of the public recreation facil,ties and the services of the Recreation and Parks Department of the City of Santa Monica. evaluation should be based on social criteria and not on economic criter'a~ and WHEREAS, the facilities of the Recreation and Parks Department are primarily for the use of the public; and WHfREAS, Public recreation serVlces should be available to all people without discrimination as to race, religion. sex. or economic status; and WHEREAS, the recreational program shOuld include a wide variety of activities to appeal to different interests, ages, and abilities and not be limited merely to physical activities, outdoor activities, daytime activities, or to children or others of special categories; and WHEREAS. traditional recreation programs include some activities that entail expense beyond the normal cost of activities in the general program; and WHEREAS, the members of the public are entitled to have those making use of a l,mited public facllity pay their just share of the cost of operating~ maintaining and constructing such facilities; NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA MON1CA DOES RESOLVE AS FOLLOWS: . . (3) Non-ReSldent Adult and Youth Groups. All groups not qualified by the above def1nit1ons shall pay the non-resldent fee. The ~lowing factors shall be ~or.Si~d 1n charglng fees for the use of recreational facilities in the City of Santa Mon1ca: A. A registration charge shall be made for activ1t1es prOV1ded by the de~artment as part of its program for specialized activitie5~ and for expendable materials used in programs. B. Fees shall be charged and assessed for'use of recreational facilitl€s when: (1) The particular service is relatively costly to render. (2) The particular service 1S demanded by comparatlvely few persons and the cost of provlding the fac1llties and/or program therefore is relatlvely h1gh. (3) Wher. the serVlce 1S primarily for adults. (4) When the serVlce is enJoyed by a maJor1ty of non-residents who are not taxpayers of the local jurisd1ctian. (5) When the activity is non-recreational or is llmited to private or exclusive groups. C. Fees not listed shall be determined by the Recreation and Parks Department and shall be based upon the costs lncurred In provlding the facility or program. D. Deflnitions: (1) Resident Adult Groups. The resldent fees shown shall be for all religious~ civic, recreational ~ fraternal, or service organizations whose normal plcce of meetlng, clubhouse, or other meeting place is located ln the Clty of Santa Monica, and by all groups i~ wrich more than f1fty percent of the persons using the facillties are residents of the City of Santa Monlca. (2) ReSlcent Youth Groups. The resldent fee shown shall be walved for all relig1ous, CiV1C, recreational, fraternal, or serVlce organlzat1ons serving youth 17 years of age and under~ whose norma1 place of meetlng, clubhouse, or ot~er meeting place is located in the Clty of Sante Monlca, and to all grouDs WhlCh more than f1fty percent of the persons uSlng the facilities are res1dents of the City of Santa Monica. 1 <- . . Field fees, which are charged for use by adults and non-resldent youth groupSt cover costs for fleld maintenance, electrlcal usage (when , <"" lights are required) and City overhead. All fees are based on two-hour increments of use. c. Aquatic~. Fee for the use of the Municlpal Swimming Pools for recreational sWl~~ln~ shall be: (1 ) Junlors 17 years of age and under $ .25 (2) Student 18 years of age and older with i . d. $ .50 (3) Adult (18 & over) $1 .00 (4 ) Resident Youth Groups. Rental fee shall be based upon hourly malntenance and operations costs, plus the total C,ty costs assoclated wlth the Recreatlon and Parks Department representative at a two hour mlnimum rate. (5) Private or benefit groups. Resident rental fee shall be $250.00 for t~e flrst four hour period plus $25.00 for each additional hour. Non-resident rental fee shall be $260.00 for the first four hour period and $35.00 for each additional hour. (6) Seasonal rates for each of two seasons of recreatlonal SW;rtmlng shall be established as follows: One season shall be from June 16 through September 15, and the other season shall be from September 16 through June 15. (b) PubllC Groups - Base rate of $25.00 per day. (c) Private or Commercial Groups - Base rate of $50.00 per day~ plus 25% of gross income over $100.00 (8) Youth SWlm Instruction Fees - Residents: ~S.OO per session, Non-Residents: $15.00 per session. (9) Adult SWlm Instruction Fee - $10.00 per session. D. Spec1al Instruction. All instructors salaries and ad~lnlstrative expenses shall be met by the fee. All partlcipants shall pay for all materlals used in the program activlties. E. Munlcipal Sports - The fees charged for munlcipal sport leagues shall cover all cests for materials, officla1s~ lights, trophies and the city overhead factor. (1) Lawn Bowling Green Fee (a) $30.00 per year per person, or $10.00 for each three months. January 2, April " July 1, October' Adults under 62 years of age - $11.00 Adults 62 years and older - 5.00 (3) Tennis reservatio!l_Gards - $ 1.00 SECTION 3. Commercial Enterprise Groups and/or profit making groups shall be permitted use of the facilities only upon such terms and conditions as may be Provided by agreements executed between such groups and the City, after public hearings by the Recreation and Parks Commission upon application for the group, unless such special hearing be waived by the Commission. Fees shall be paid by commercial enterprise or profit making groups in accordance with agreement between such group and the City. SECTION 4. Resolution number 6073 teeS) is repealed. SECiION5.
