SUBJECT: Recommendation to Approve a Resolutlon Establishing
the Clty'S Gann Appropriations Limlt for FY 1982-83
Introduction
This report recommends approval of the attached resolution,
which establlshes the Clty'S approprlatlon limit for the
fiscal year 1982-83 at $30,699,971.
Background
This resolution will enable the City of Santa Monica to
comply with Government Code Beetlon 7910 whlch provldes that:
Each year the governing body of each local
Jur~sdlctlon shall, by resolut~on, establish ~ts
appropriations limlt for the following fiscal year
pursuant to Art~cle XIIIB at a regularly scheduled
meeting or noticed speclal meeting. Fifteen days
prior to such ffieet~ng, documentation used ln the
determlnatlon of the approprlatlons llmit shall be
avallable to the publ1C. The determinatlon of the
appropriat~ons llm~t 1S a legislatlve act.

Based
upon the lnstructions provided by the State of
California Department of Flnance and the various gUldellnes
clarifYlng Propos1t~on IV and XIIIB, the approprlatlons limlt
for FY 1982-83 was computed and made avaliable to the publlC
for f~fteen days prior to thlS meetlng.
As the budgeted
flgures for FY 1982-83 are in the process of compilation, a
comparison of the appropriations Ilffi1tatlon to the approved
budget for FY 1981-82 will be forthcom~ng.

amount is restr1cted by Propositlon A for cr1me prevention,
leaving an estimated unused reserve of appropriatlon

Introduction
This report provldes an analysis of the variance between
the City's adopted FY 1982-83 budget and the Gann Approprlations
Limit.
D1Scussion
On June 22, 1982, the Clty Council adopted the FY 1982-83
budget which ~ncluded general and special revenue fund appropri-
ations totaling $48.6 million. Of this amount, $27.6 mill~on
are appropriations subJect to limitations (see Attachment~B).
Summary calculations shown in Attachment A indicate that the
City's unused appropriations authority is $3.1 million.
Proposition A increased the City's spending 11mit after
adjustment for the 1982-83 charge factor by $3.3 million.
Staff estimates that protective services upgrade appropriations
for FY 1982-83 amount to approximately $986,577 which leaves
$2.3 mil110n of unused appropr1ation authority for cr1rne
prevention and $.8 m111ion ava~lable to meet other chang1ng
needs for governmental services.
The $986,577 General Fund increment related to
Propos~tion A authorlty was calculated as follows:

A reserve of unused appropriations authority is
desirable to offset uncertainties which are inherent in the
budgeting process. For example, if actual revenues exce~d
estimated, the excess may be appropriated to reserves to the
extent that there is unused appropriations authority. Excess
revenues which are not approprlated are required to be
returned by a revision of tax rates or fee schedules within
the next two subsequent fiscal years.
The State's current financial difficulties will most
likely result in cutting back subventions to cities. Such
reductions in tax revenue will help the City stay within its
Gann Appropriations Limit.
