INTRODUCTION
On March 22, 1994 and Harch 29, 1994 the Cl ty Councl1 adopted
resolutlons estab11shlng a st~dy area for a p~oposed Santa Monlca
Earthqua~e Recove~y Redevelop3ent Plan and es~abllsnlng 1993/1994
as the base year tax a5sessmen~ ro~l, respectlvely. ThlS report 1S
the next step In the process of adoptlng an emergency redevelopment
plan and recommends sett1ng a ]Olnt hear1ng of the C1ty Caunell and
Redevelopment Agency on June 2:, 199(; authorlzlng the publlcatlon
of approprlate nO~lces; and adoptlng the stat~~orl1y requlred rules
for owner part1clpatlO~ and preferences.
BACKGROUND
After adoptlon of the Marc~, 1994 resolutlons dlrectl~g staff to
prepare an earthqua<e recovery redevelopment plan and establlshlng
1993/1994 as the base year tax assessment ro~~, all appropr1ate
taxlng age~cles were notlfled of the C1ty'S lntent to estaollsh an

emergency redevelopment area. After notiflcatlon, the County
Audl tor has 60 days to respond Wl th a report on the assessed
valuatlons In the proposed p~o]ect area, whlcn 18 d~e to the Clty
by June 6, 1994.
After receipt of the report from the County Audltor, staff w11I
complete the draft redevelopment plan and d1strlbute caples to the
Councll, all lmpacted taxlng agencles, and lnterested partles.
A ]Olnt hearlng of the Redevelopmen~ Agency and Clty Councll 1S
requlred for adoptlon of the Plan, and the attached Resolutlons set
a ]Olnt hearlng ror June 21/ 1994 (see Attachments A and B). If
there 1S no Opposltlon to the Redevelop~ent Plan at that t1me, the
Plan may be adopted that evenlng. If there 1S Opposltlon, S~ate
law requ1res ~hat staff prepare responses to the Ob]ect1ons and
have the lssue return to Councll for dlScusslon and posslble
adoptlon at a later meetlng, whlch could occur ln July, 1994.
Also, the Redevelopment Agency lS requlred by staLute In the State
COIT~Unlty Redevelopnent ~aw ~o adopt rules for owner partlclpat10n
and preferences before adoptl~g a redevelopment plan. These rules
are lD AttacL~ent C, and conflrm that no em1nent doma1~ wll1 be
used 1n the 1mplenentat~on of the proposed redevelopment plan. The
rules and preferences slmply set up procedures to assure property
owners and tenants of thelr opportunl ty to partlc1pate .:.n the
beneflts of tje redevelopment D~an.

BUDGET/FINANCIAL IMPACT
There lS no budget/flnanclal l~pact from settlng a ]Olnt publle
hearlng of the Redevelopment Agency and Clty Councll and adoptlng
the rules for owner partlclpatlon and preferences.
RECOMMENDATION
It lS recommended that the Redevelopment Agency take the followlng
actlons:
1) Adopt ~ne attached Resolutlon (At~achment A) settlng a
] olnt hear lng of ::he Redevelopment Agency and Cl ty
Counel1 on ~~e proposed Santa Monlca Earthquake Recovery
Redevelopmer...t Plan and authorlz1ng the publlcatlon of
appropr~ate notlces; and
2) Adopt the attac~ed Resolutlon (Attachment C) adoptlng the
rules for owne~ partlclpatlon and preferences.

Redevelopment Plan for the Santa MOnIca Earthquake Recovery Redevelopment Project with the
consent of the Agency and the CIty CounCIL
NOW, THEREFORE BE IT RESOLVED BY THE REDEVELOPMENT AGENCY OF
THE CITY OF SANTA MONICA AS FOLLOWS.
Sectlon 1. The Agency hereby consents to a Jomt pubhc hearmg on the proposed
Redevelopment Plan for the Santa Momca Earthquake Recovery Redevelopment Project, and
hereby requests that the CIty CounCIl of the CIty of Santa Momca consent to a Jomt publIc

documents as the Agency may requue m order to insure the property will be acqUIred,
rehabilitated, developed and used m accord With the Redevelopment Plan and the agreement.
PartIcipatIon Agreements will be effectIve only if approved by a maJonty vote of the members
of the Agency
VI. [600] AMENDMENT OF RULES
The Agency may amend these rules at any regular meeting or duly called SpecIal meetmg held
after therr adoptlon, but only after notice to the Agency members and the pubhc. The text of
the proposed change shall be furmshed along wIth the notice of the meetlng. Such notlce shall
be dehvered at least fourteen (14) days before the date of the meetIng at whIch the proposed
amendment Wlll be consIdered The method of notice is at the dlscreuon of the Agency.
No such amendment shall retroactIvely ImpaIr the nghts of any partles who have executed
Participation Agreements With the Agency m rehance upon these rules as presently constltuted.
