C~ty Council Report ~ c~ty or Santa MonicaW City Council Meeting: February 13, 2007 Agenda Item: 1- C To: Mayor and City Council From: Andy Agle, Resource Management Director Subject: Mountain View Mobilehome Park - Contract Award to Gonzales Construction Company for Community Building Improvements Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Gonzales Construction Company in an amount not to exceed $139,715, including contingency, for repairs to the Mountain View Mobilehome Park community building, including the laundry room, public bathrooms, and resident management office. Executive Summary Located at 1930 Stewart Street, Mountain View Mobilehome Park (Mountain View) is owned by the City and occupies approximately five acres of land with 105 rent- controlled spaces. In addition to the mobilehome spaces, there is a 1,130-square foot community building that includes bathrooms, laundry facilities, and a resident manager's office, with a small adjacent pool. The building needs repair to bring the facility up to code. 1 The proposed building repair includes replacement of the existing bathrooms, laundry room upgrades, enlargement of the management office, and overall improvements to the community building. Gonzales Construction Company provided a bid of $126,715 and staff recommends a contract award as best bidder. Also, staff recommends a contingency in the amount of ten percent of the contract ($12,600) to cover any unforeseen additional costs. The total requested amount is $139,315. Backqround Mountain View was built in the early 1950's as a 141-space mobilehome park. It has been occupied by travel trailers, recreational vehicles, and manufactured housing. On December 22, 2000, the City purchased Mountain View and thirty-six mobilehomes as part of a legal settlement with the prior owner and to preserve the property for affordable housing. Under City ownership, a number of interim measures to improve conditions at Mountain View have been implemented, such as the establishment of emergency vehicle access; adequate road widths for emergency vehicles; installatian of a fire hydrant adjacent to the property; installation of boltards for protection of residents' propane tanks; removal of City-owned substandard units and repairs to other units; and mitigation of overcrowded mobilehomes by relocating families within Mountain View. 2 In February 2006, while making plumbing repairs to the bathrooms in the community building, dry rot and termites were discovered. Upon further investigation, water leaks were also discovered under the foundation (which had eroded the concrete footings and slab), and the bearing wall between the bathrooms and laundry room was found to be unsound. The bathrooms have been temporarily cfosed until plans can be prepared, permits issued, and repairs made. The scope of work currently being proposed in the community building includes new sewer and water lines, a new concrete slab, new framing of structural members and bearing walls, new electrical system, new drywall and flooring, and new bathrooms that will meet Americans with Disabilities Act (ADA) requirements The City's Civil Engineering & Architecture and Housing Divisions will soon solicit bids for infrastructure upgrades throughout Mountain View, including replacement of existing electrical systems, installation of natural gas lines, replacement of water and sewer lines, installation of new underground lines for cable, television, and telephone, installation of onsite fire hydrants, and regrading and repair of interior roadways. Additionally, the Housing division is developing a mobilehome replacement program for future Council consideration that would assist income-qualified Mountain View residents to upgrade or replace their current homes. Staff anticipates returning to Council with both the infrastructure upgrade and mobilehome replacement programs during Spring 2007. 3 Contractor Selection A bid request for the proposed improvements was advertised in the Los Angeles Times, National Center for American Indian Enterprise Development and West Los Angeles County Minority Business Development Center. Two of the five contractors (Graph Company and Gonzales Construction Company) who attended pre-bid meetings submitted sealed bids. Of the bids submitted, the Graph Company was recommended as best bidder. Council approved a contract award to the Graph Company at its meeting of October 24, 2006 (Item 1-F). However, prior to execution of the construction contract, staff met with the Graph Company to discuss the scope of work required. It was mutually determined that the Graph Company would not be able to perform the required full scope of work in accordance with its submitted bid. Because the scope of work will not be changed, there is no evidence that re-bidding the work would result in more bids being submitted, and therefore, staff recommends selection of Gonzales Construction Company as best bidder. Gonzales Construction has performed various projects for the Housing Division and other City departments. This contractor has completed other City projects in a competent, timely and cost-effective manner with work satisfactory to the City. 4 Budqet/Financial Impact The funds for this proposed project with contingency will be $139,315 ($126,715 contract and $12,600 contingency) and are available in the TORCA Affordable Housing Trust Fund (account number H14037703.589000).
