Recommended Action
Staff recommends that the City Council:
1. change the type of restrictions for Zone N, bounded by 19th Street, Santa Monica
Boulevard, 14th Street, and Wilshire Boulevard, to be "No parking 9am-2am
Monday-Saturday and No parking 3pm-2am Sunday, except by permit", and
2. approve the attached resolution amending Preferential Parking Zone N and
amending Resolution 9344 CCS (Resolution of the City Council of the City of Santa
Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A.
Executive Summary
Residents of four blocks in the neighborhood around the UCLA-Santa Monica Hospital
have petitioned to change their preferential parking regulations to be more restrictive,
allowing only residents (and their guests) with permits to park on the street adjacent to
residential properties. This type of regulation is consistent with other mixed use
neighborhoods south of Wilshire Boulevard, and where there are large institutions
nearby, such as the UCLA-Santa Monica Hospital. This neighborhood has both

residential and non-residential uses on each block, with adequate on-street parking for
non-residential uses. Currently, meters are being installed on the side streets adjacent
to businesses to create more parking opportunities for area business visitors.
Given the adequacy of on-street parking for non-residential uses, staff recommends
granting the petitions and changing the regulations in this neighborhood to allow only
those with permits to park adjacent to residences. This will be consistent with other
adjacent neighborhoods south of Wilshire Boulevard. There is no impact to the budget
as permit parking already exists throughout this neighborhood, and only the signs and
regulations would change.
Discussion
Backqround
Zone N, bounded by 19th Street, Santa Monica Boulevard, 14th Street, and Wilshire
Boulevard was created in 1990 in response to petitions from residents claiming
difficulties parking near their homes, primarily due to employees and other long-term
parkers from the adjacent Santa Monica Hospital and Medical Center. The zone was
created as a"two-hour" zone, allowing non-residents without permits to park for two
hours. Residents initially wanted a more prohibitive "no parking" zone, but other area
businesses and churches expressed their needs, and a compromise was made to
create a zone which allows only "two-hour" parking, except by permit. Since that time,
many zones around this area (to the west, east and south) have been created with
more restrictive "no parking" zones, as shown in the following diagram and table:

In general, residential blocks south of Wilshire Boulevard have the more restrictive "no
parking" regulations, while blocks north of Wilshire have restrictions that allow two-hour
parking without permits.
In October 2004, staff received a petition from the 1200 block of 14th Street between
Wilshire and Arizona, requesting to change their restrictions to match those of Zone XX
directly to the west. The Council was notified of this petition by Information Item in
October 2005. Another petition to change restrictions to "no parking, except by permit"
was received from the 1600 block of Arizona between 16th and 17th Streets in October
2005. The petitioners state that the current two-hour parking restrictions do not provide
appropriate relief from the many parking demands of this neighborhood. The Council
was notified of this petition by Information Item in November 2005.
Parkinq Studv
A parking utilization study was conducted in February 2006. The study indicated the

The study indicates that on-street parking on the residential streets can be difficult to
find. Many occupancies are at or above 85 percent. In staff's experience, it is at this

point that residents have great difficulty and frustration when seeking on-street parking
on the block where they live. However, occupancies at the meters on Santa Monica
and Wilshire Boulevards average around 45 percent occupied. Most of the meters
provide two-hour parking, and visitors to the businesses and medical offices in the
neighborhood can find parking at these meters. Currently these non-residential parkers
prefer free parking on the street, if they can find it. This eliminates parking opportunites
for residents and their guests.
This neighborhood is divided between residential and commercial uses. The table on
the previous page shows that about 50 percent of the spaces are directly adjacent to
residential units. This also means that 50 percent of the spaces are adjacent to
business or other non-residential uses. These spaces are not regulated by preferential
parking. Many of these spaces have been completely non-regulated, which means that
residents have been parking there in addition to the non-residential users. However,
the Transportation Management Division, with City Council approval, has recently
begun installing meters on these side streets, adjacent to commercial properties.
Staff's recommendation should encourage residential parkers to park adjacent to
residential uses, and non-residential parkers to park adjacent to the businesses or other
non-residential uses. Since the neighborhood (in terms of on-street parking spaces) is
divided fairly evenly, there should be enough parking for all. Installing meters on the
side streets next to businesses wifl hefp by discouraging residents from parking at these
meters. Likewise, changing the permit parking to "no parking, except by permit" would

prohibit non-residential parkers from parking adjacent to residents. These non-
residential parkers (visitors to medical, auto and other businesses), should find
available parking at the meters in the neighborhood.
Public Outreach
A community meeting was held on June 15, 2006. Approximately 15-20 residents
attended. Residents spoke about:
• the difficulties they have finding parking day and night, weekdays and weekends,
• how many people who have doctor's appointments in the area take advantage of
free two-hour parking on the street,
• many weekday evening meetings at the Unitarian Church (18th Street and
Arizona Avenue), as opposed to Sunday morning services, create parking
challenges, and
• neighborhoods to the east, west and south of them, all with many of the same
neighborhood characteristics, all have more restrictive preferential parking
regulations.
The parking occupancy results show that there is metered parking available in the
evenings on Santa Monica and Wilshire Boulevards, which is also free after 6pm.

Since the June meeting, six additional petitions have been received from this
neighborhood, as shown in the following table:

Alternatives
There are two alternatives to be considered with respect to the petitions received:
1. Pre-approve all of Zone N for "No parking, except by permit". Staff recommends
this option. Restrictions would be pre-approved for all residential blocks in the
zone. This means that if and when these blocks submit qualifying petitions (at least
67 percent of residential units represented), restrictions adjacent to residences
would be changed. Blocks which already have qualifying petitions would have their
restrictions changed immediately. These include:
• 14th St. between Wilshire and Arizona
• 14'h St. between Arizona and Santa Monica
• Arizona Avenue between 16th and 17th Sts.
• Arizona Avenue between 17th and 18t" Sts.
Staff recommends: "No parking 9am-2am Monday-Saturday and No parking 3pm-
2am Sunday, except by permit". This accommodates Sunday church services at
the four churches in this area. A 9am start time is identical to what exists today.
The 2am end time is the same as exists in Zone XX to the west. This is
recommended because of some late night bars in this area.
2. Deny petitions. Staff does not recommend this option. Other surrounding
neighborhoods south of Wilshire Boulevard with similar characteristics to this
neighborhood all have restrictive preferential parking.

Environmental Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 (c) which was recently amended to define Class 1 exempt projects in the
following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency's determination. .." This exemption
lists as an example of "existing facilities:" "(c) Existing highways and streets, sidewalks,
gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones
involve only the issuance of permits for the use of an existing public street and include
negligible or no expansion of this existing use.
Budqet/Financial I mpact
The recommended alternative will have no budget or financial impact. All of these
blocks already have permit parking, thus no additional permits would be sold.

• About 90% of the residents present at meeting want stronger regulations for the entire
area. They are ready and willing to work on gathering signatures on petitions.
• Two comments about how the situation would be harder for businesses and their
employees.
• How about 30 min. parking or 1-hour parking, except for permit? (impossible to enforce)
• Much discussion about hospital workers and the Unitarian Church at 18th and Arizona.
• Many residents don't have off-street parking.
• Other residences have more vehicles per residence than previously.
~ Some residents use their garages for storage.
• Construction workers for the hospital erase the chalk placed on tires by parking
enforcement.
• Area employees just move their cars every 2 hours.
• 14 Below bar affects the neighborhood.
• Comment: in 1990 when the neighborhood first got preferentiaa parking, the residents
wanted to have "No parking, except by permit", but the Unitarian Church lobbied against

by the City Parking and Traffic Engineer, between the alley south of Pico Boulevard and
the alley north of Pearl Street, no parking shall be permitted between the hours of 8:00

The area bounded by Santa Monica Boulevard, Centinela Avenue,

(b) No vehicle shall be parked adjacent to any curb on Franklin Street , on Broadway
between Centinela Avenue and Berkeley Street, or on Colorado between Centinela
Avenue and Berkeley Street between the hours of 7:00 a.m. and 12:00 midnight, except
by permit, with the exception of the space in front of the Nessah Center.
(c) No vehicle shall be parked adjacent to any other curb in Preferential Parking Zone
W for more than two hours between the hours of 8:00 a.m. and 5:00 p.m., Monday
through Friday, and no vehicle shall be parked adjacent to any curb between the hours
of 5:00 p.m. and 8:00 a.m. Monday through Friday, or anytime, Saturday and Sunday,
except by permit.
(d) These regulations shall become effective on each street within the named and
described Zone following receipt and verification of petitions pursuant to Santa Monica
Municipal Code Section 3.08.050 and posting of signage to that effect by the Traffic
Operations Division.

parked adjacent to any curb from 6:00 p.m. until 8:00 a.m. Daily, except by permit on:
1. 28th, 29th, 30th, 31 st, 32nd, 33rd, and 34th Streets between Pico Boulevard
and Pearl Street, and
2. Dorchester and Yorkshire Avenues between Pico Boulevard and the Santa
Monica Freeway, and
3. Urban Avenue between Pico Boulevard and Yorkshire Avenue, and
4. Kansas Avenue between Stewart Street to end.
