Upgrades at Santa Monica Airport
Recommended Action
It is recommended that the City Council authorize the City Manager to execute a
Second Modification to Agreement 8015 (CCS) with BAE Systems Information &
Electronics Systems Integration, Inc (BAE Systems), in the amount of $15,000 for
upgrades to the City's Aircraft Noise Monitoring System.
Executive Summary
Approval of this recommendation will result in the final payment and close-out of
Contract 8015 (CCS) executed on February 18, 2002 with BAE Systems for upgrades to
the City's Aircraft Noise Monitoring System.
The original project amount authorized by Council in 2001 was $300,000. The
requested $15,000 increase covers unexpected costs incurred due to technical support

services required as result of unanticipated delays encountered during system
upgrades. With the amendment, the total agreement will be $315,000.
Discussion
Following a competitive process, BAE Systems was selected in February 2002 to
upgrade the existing noise monitoring system. Initial computer hardware and software
upgrades were made within months of execution of the original contract. Later in 2002,
delays were encountered when attempting to gain authorization to access FAA radar
data needed for the flight tracking portion of the upgrade. The FAA connection was
achieved in December 2003. During the installation period, BAE Systems encountered
unanticipated delays with local contractors and permitting process during the installation
of new remote noise monitoring station within the City of Los Angeles. The final items
addressed during upgrades to the noise monitoring system were technical support
services that stretched-out over the extended four-year installation period. The
installation was eventually completed in June 2006.
