Santa Monica, California en! 1/1 tf- TO: Mayor and city Council FROM: city staff SUBJECT: Recommendation to Award Contract for Santa Monica pier Restroom Renovation Introduction This report requests that the city Council award a contract for the renovation of the restroom building on the Santa Monica Pier to Kevin Kraus, the lowest responsible bidder, in the amount of $43,228. Background This project was recommended as part of the City's 1985-86 Capital Improvements Project budget to provide for the renovation of the 10 year old pier restroom building. A primary objective of the project is to make the restrooms accessible to the handicapped. The restroom building, located at the entrance to the pier parking lot, has been the only permanent restroom facility on the pier since the 1983 storms when the restrooms at the west end of the pier were destroyed. A restroom trailer has been installed to serve the west end since that time. The restrooms receive heavy usage and are subject to vandalism and graffiti. This proj ect consists of replacement of toilet and lavatory fixtures and partitions with more durable and attractive products. Skylights will be installed to improve ventilation and lighting. - I - "-J Jll & · The contract specifications provide for construction to begin no earlier than September 15, 1986, to minimize the construction impacts to pier visitors during the busy summer season. A Notice Inviting Bids was published on May 2 and 3, 1986, in the Evening Outlook and in eleven (II) construction journals. The notice was also sent to three (3) minority business associations. Plans and specifications were issued to fifteen (15) contractors. Bids were opened and read publicly on June 9, 1986, by the Deputy city Clerk. six bids were received as follows: Kevin Kraus Wab Construction Federated Construction Company Extra Builders Eubanks Construction Corp. stuart Construction co., Inc. $43,228 49,347 49,492 49,900* 54,553 62,700 (*WMBE owned firm) Engineer's Estimate: $55,000 Kevin Kraus, the low bidder, has successfully completed several other projects for the City of Santa Monica, including barrier removal at City Hall and improvements at the civic Auditorium. Budget/Financial Impact A total of $56,954.87 appropriation authority is available in Account 30-740-625-000-916. The funds required for this contract are: - 2 - Contract contingencies $43,228 8,646 $51,874 staff is recommending a 20% contingency fund since it is a remodeling project which involves substantial plumbing relocation. Recommendation staff respectfully recommends that the City Council: 1. Award a contract for the renovation of the Santa Monica pier restroom to Kevin Kraus, the lowest responsible bidder, in the amount of $43,228. 2. Authorize the city Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
