Introduction
This report recommends the expansion of Preferential Parking Zone K to encompass
the area bordered by Wilshire Boulevard, 20th Street, Washington Avenue, and 1th
Street. The expanded zone would incorporate six blocks that currently have preferential
parking regulations and six additional blocks that would be pre-approved for preferential
parking. Regulations on two of the pre-approved blocks would be implemented
immediately because residents have submitted qualifying petitions. Zone K-1 and U
lIIIould be eliminated as they would be part of Zone K, and all the regulations within Zone
K would be standardized
The report also recommends creating Preferential Parking Zone 0 which will be
bordered by Wilshire Boulevard, 1ih Street, California Avenue, and Lincoln Boulevard--
ail blocks therein would be eligible for the new regulations, with the exception of
Wilshire Boulevard and 1 ih Street. This zone includes three blocks on which

Backaround
There are varied preferential parking regulations in the area north of Wilshire and east
of 17th Street, as shown in the following table:

Preferential Parking Zone K was created in 1989 and amended in 1991. Preferential
Parking Zones K-1 and U were created in 1991
In the past 16 months, residents on the following streets have petitioned for preferential
parking:
· 18th Street (petition date: 10/1/02) and 19th Street (petition date: 7/31/02)
between California Avenue and Washington Boulevard
· 10th Street (petition date: 6/5/02) and 11th Street (petition date: 8/6/01) between
Wlishire Boulevard and California Avenue
· California Avenue between 15th and 16th Streets (petition date: 10/22/02)
Although budget reductions for FY 2002-03 prevent staff from processing new
preferential parking requests, these areas were studied in the fall of 2001 and the spring
of 2002, before Council adopted the moratorium on new preferential parking studies.
Therefore, the progression of this Preferential Parking Zone represents a continuation of
the process started before the moratorium,

NeiQhborhood ParkinQ Issues
This area can generally be called the "north Wilshire Corridor." Residents south of
Wilshire between 9th and 17th Streets already have preferential parking, but residents
just north of Wilshire and west of 17th Street do not. This is a multi-family residential
area, with some newer apartments and condominiums that have sufficient off-street
parking, and other older units that do not. This area has businesses, schools, and
newer restaurants and coffee shops. Employees of these businesses and students
park on residential streets. This corridor can be further divided into two different smaller
areas.
Eastern Wilshire: This area is just north of existing zones K, K-1, and U, namely the
petitioning 1000 blocks of 18th and 19th Streets between California and Washington
Students from the Emperor's College Accupuncture School and private high schools
park in the neighborhood. The accupuncture students began parking on the street in
the past few years because the parking structure where they were previously parking
began charging fees. Parkers in the later evening hours are mostly residents.
Western Wilshire: There is currently no preferential parking in the area surrounding the
petitioning blocks of 10th and 11th Streets between Wilshire and California. Employees
and patrons of the restaurants and bars along Wilshire from 9th to Euclid Streets park
heavily on these blocks. Furthermore, Preferential Parking Zone XX which was
implemented just south of Wilshire in August 2001, has concentrated these non-
residential parkers on the 1100 block-the first block just north of Wilshire. The bars
and restaurants here are busiest in the evening hours. The 1100 blocks of 14th, 15th,
and 16th Streets have not petitioned for preferential parking, but they are sandwiched

between areas to the west that have petitioned, and areas to the east (namely, Zones K
and K-1) that already have preferential parking. They should be included in any pre-
approved zone to contain any spillover. There are fewer late night uses east of Euclid
Street.
The competitive parking situation in this neighborhood is compounded by noise, trash
discourteous parking behavior and additional traffic circulation on local streets. This is
attributed to people seeking commercial parking.
Study FindinQs
During the fall of 2001 and the spring of 2002, staff conducted studies of the area to
determine parking occupancies and usage. The eastern and western areas described
above were studied as part of a very large study area which stretched north to
Marguerita Avenue. The study area was part of the large "Wilshire and Montana
Corridors", as petitions have also been received from blocks near the Montana
Business District. Although the Wilshire and Montana area was studied as a whole to
avoid piecemeal recommendations that did not consider overall conditions, the study
identified disparate conditions within the area and portions of the study area with similar
conditions are being addressed separately. Council will have the opportunity to
consider the issues of the entire study area later this year when staff returns with
another preferential parking item.
Eastern Wilshire: The 1100 blocks of 17th, 18th, and 19th Streets (where preferential
parking already exists) are moderately full and average 67 percent weekday occupancy.
The 1000 blocks just north average 80 percent weekday occupancy, with the petitioning

blocks both greater than 80 percent average occupancy The difference between 67
percent and 80 percent is what can be expected from implementing preferential parking
in this area, and removes approximately seven non-resident cars per block. This small
difference in vehicles can make a big difference for residents trying to park near their
homes. (See Attachment C1: Eastern Wilshire Parking Occupancy Detail.)
Western Wilshire: The 1100 blocks of 9th through Euclid Streets average 82 percent
weekday occupancy; California Avenue between Lincoln Boulevard and 14th Street
averages 76 percent occupancy, while the 1000 blocks of 9th through Euclid Streets
average 64 percent. This clearly shows that the parking situation improves for residents
as one goes further away from Wilshire Boulevard into the residential neighborhood,
Furthermore, the nighttime occupancies for these 1100 blocks are the same or worse
than the average for the whole day. The petitioning blocks of 10th and 11 th Streets
average 84 percent and 85 percent, respectively.
The 1100 blocks of 14th through 16th Streets average 78 percent overall weekday
occupancy but differ from the blocks to the west as the nighttime (75 percent) is not
quite as full as the daytime (79 percent). Again, the situation improves as one moves
away from Wilshire Boulevard. The petitioning block of California between 15th and
16th averages 70 percent overall: 73 percent in the daytime and 61 percent in the
evening (See Attachment C2: Western Wilshire Parking Occupancy Detail.)
Communitv Input
Residents and businesses in the study area were invited to attend meetings to discuss
preferential parking in their neighborhood. The first meeting was held in June 2002, and

encompassed the community west of 17th Street. Residents who live on the 1100
blocks generally want preferential parking, and stated that evenings are the hardest
times to find parking-this is when the restaurants and bars are busiest-but that it is
difficult to find parking near their homes throughout the day. The second meeting was
held in October 2002 and covered the area east of 1ih, which includes Emperor's
College. Residents at this meeting spoke mostly about students parking on their streets
and the difficulty they have in finding parking. Residents here find that the daytime and
early evening hours are the hardest times to find parking. The college asked that the
permit/restricted parking hours begin at 5pm. There were some residents from this area
who are generally opposed to preferential parking, and feel that it continues to creep
slowly across the City of Santa Monica. Residents at both meetings generally feel that
the problem has gotten worse over the past few years. Comments from the
neighborhood meetings and other correspondence received are summarized in
Attachment D.
Residents of all the areas were also sent a survey to solicit their general opinions on
preferential parking, types of restrictions, and preferred days and hours of restrictions.
This survey yielded a 22 percent return.
Eastern Wilshire: Respondents east of 1 ih Street preferred preferential parking 67
percent to 33 percent. Forty percent wanted two-hour restrictions, while 30 percent
wanted "no parking", and 30 percent wanted no restrictions at all. Respondents were
divided about when they wanted restrictions and about when they found it hardest to
park.

Western Wilshire: Respondents in the western area can be further divided into east and
west of 14th Street. Residents between 9th and 14th Street are suffering the worst in
terms of non-resident parking. They support preferential parking 85 percent to 15
percent. They state that it is hardest to park between 6pm and 2am Fifty-seven
percent want "no parking" restrictions, and 76 percent want restrictions seven days a
week. Residents between 14th and 1ih Street seem to be more in agreement with their
neighbors east of 17th Street. They support preferential parking 70 percent to 30
percent. Forty-two percent prefer two-hour restrictions, and more people prefer
restrictions from 9am to 6pm than nighttime restrictions. (See Attachment E: Survey

Recommendations for Expanded Zone K
The proposed regulations for the expanded Zone K would consolidate existing
preferential parking zones and incorporate currently unregulated streets. They would
eliminate Preferential Parking Zones K-1 and U by including them with the expanded
Preferential Parking Zone K. This will simplify the current varied regulations, which are
summarized in the following table:

The proposed regulations for the expanded Zone K encompass the area bordered by
20th Street, Washington Avenue, 17th Street and Wilshire Boulevard (not including 20th
and Wilshire).

Staff recommends these regulations to balance the needs of residential and commercial
neighbors, and provide consistency in the area. Existing regulations would be changed
to allow two-hour parking on 19th Street between Wilshire and California.
Recommendations for Proposed Zone 0
The area proposed for Zone 0 is bordered by 17th Street, California Avenue, Lincoln
Boulevard and Wilshire Boulevard (not including 17th and Wilshire). Staff recommends
two different types of regulations for this zone:

The regulations are an attempt to balance the needs of residents and area businesses
by implementing preferential parking with two-hour restrictions during the daytime.
BudQetlFiscallmpact
Initially, it is estimated that area residents in the proposed zone will purchase
approximately 1,025 new permits. This will generate approximately $15,375 in
additional revenue in FY 02/03 ($15/permit for 2003), and in subsequent budget years
at account 01415.400290. The budget should be amended to reflect this additional
revenue.

CEQA Analysis
proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 ( c ) which was recently amended to define Class 1 exempt projects in
the following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency's determination. . ." This exemption
as an example of "existing facilities:" "( c ) Existing highways and streets,
sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential
parking zones involve only the issuance of permits for the use of an existing public
street and include negligible or no expansion of this existing use.
Recommendations
It is recommended that the City Council:
1 Approve the attached Resolution amending and enlarging Preferential Parking
Zone K so that it is bounded by Wilshire Boulevard, 17th Street, Washington
Avenue, and Oust west of) 20th Street, eliminate Zones K-1 and U (which would
now be included in Zone K), create Zone 0 to be bounded by Lincoln Boulevard,
Wilshire Boulevard, California Avenue, and Oust west of) 17th Street, and amend
Resolution 9344 CCS (Resolution of the City Council of the City of Santa Monica
Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A.
2, Approve the revenue budget adjustment outlined in this report.

Section 2. Preferential Parking Zone 0 is hereby created. The regulations for

a.m. Daily, except by permit on:
1) Lincoln, 9th, 10th, 11th, 12th, and Euclid Streets between
Wilshire Boulevard and California Avenue, and
2) California Avenue between Lincoln and 14th Streets.
i. Vehicles displaying residential parking permits shall be
exempt from posted preferential parking regulations.
(c) No vehicle shall be parked adjacent to any curb in
Preferential Parking Zone 0 for more than two hours from 9:00
a.m. until 8:00 p.m. Monday-Saturday, except by permit on:
1) 14th, 15th, and 16th Streets between Wilshire Boulevard
and California Avenue, and
2) California Avenue between 14th and 17th Streets.
i. Vehicles displaying residential parking permits shall be
exempt from posted preferential parking regulations.
(d) Preferential parking restrictions shall be posted in each
eligible block within the zone upon receipt and verification of a
qualifiying petition representing two-thirds of the dwelling units and
at least 50% of the abutting frontage.
Section 3. The preferential parking zones designated as IK_1" and "U" are
hereby eliminated as the area included in these zones is included in the new
Amended Zone K.

Section 4. Exhibit A to Resolution Number 9344 (CCS) is deleted in its entirety
and replaced by Exhibit A attached to this Resolution.
Section 5. The City Clerk shall certify to the adoption of this Resolution, and
thenceforth and thereafter the same shall be in full force and effect.

(c) No vehicle shall be parked adjacent to any other curb in Preferential Parking Zone
W for more than two hours between the hours of 8:00 a.m. and 5:00 p.m., Monday
through Friday, and no vehicle shall be parked adjacent to any curb between the hours
of 5:00 p.m. and 8:00 a.m. Monday through Friday, or anytime, Saturday and Sunday,
except by permit.
(d) These regulations shall become effective on each street within the named and
described Zone following receipt and verification of petitions pursuant to Santa Monica
Municipal Code Section 3.08.050 and posting of signage to that effect by the Traffic
Operations Division.

· 1800 block of Wilshire: 2 schools with students parking on street
· 19th / WA: Preschool & 1-8 school - parents double park (8-6 everyday)
· Wants parking spaces marked on the street
· Acupuncture School: impacts 18th / WA where resident lives
· What is being done so that in the future the parking problems don't spread _
needs to be dealt with earlier, not after the fact
· Might we reconsider the no parking anytime on 19th between Wilshire & CA?
· 1000 block of 19th St. has changed a lot recently; other permitted areas have
impacted; medical employees impact; high school has parking but charging $100/
month so not used
· Safety issue: vehicles speed looking for spaces, women must walk a block and
% alone at night
· Neighborhood is dark: no street lighting
· 18th St: look into diagonal parking on one side of the street as a possibility
· Re Current Codes: buildings don't have enough parking, even existing
residential buildings; even with permit parking there still won't be enough parking
for all the people that live there: around 8pm is most crowded. This will just cause
continual creeping increase of permit parking.
· You can't park at midnight anyway - don't want to have to buy permit and still
not be able to park.
· Other residents find it easier to find parking after 8pm.
· Is there a 3 hour parking regulation?
· 20th between CA & WA: building doesn't have enough parking, past 9pm can't
find a space, difficult for residents and visitors.
· With pref parking visitors get anxious & are always looking at the time
· There is a lot for sale that would be good for metered parking
· When you paint spaces you could get more spaces by painting compact all on
one side
· Our neighborhood is like living in parking lot: circling, afraid to get in the car and
go anywhere because won't be able to find a place to park upon return.
· Acupuncture school used to have parking lot but then building owners started to
charge for parking
· Emperor's College: students were parking in the building for 9-10 years; now
building owners charging $100/ month
· There's also daily parking so students don't have to buy $100 / mo permit
. Slightly more people at this meeting don't want restrictions on Sundays
· Red curbs: there may be too much; if removed, there would be more parking
· Twp-hour pref parking will only make a very slight improvement - need
something more creative
