SUBJECT: Recommendation to Authorize City Manager to Negotiate
and Execute Contract for Architectural Services for
Remodeling of the Main Library with A. Quincy Jones and
Associates, Architects

Introduction
This report requests that the City Council 'authorize the City
Manager to negotiate and execute a contract with A. Quincy Jones
and Associates, Architects, for architectural services to remodel
the Main Library.
Background
At the April 22, 1986 meeting, Council directed staff to abate
the Main Library of asbestos and remodel the Library to improve
efficiency of the work space,' provide additional space wherever
possible for public use, and to restore interior finishes. This
report is recommending that the City Council authorize the City
Manager to negotiate and execute a contract for archi tectural
services for the design of the remodel portion of this project.
Contracts for the asbestos abatement work, moving of the Library
furnishings and stacks, and construction management of these
projects were awarded at the July 29, 1986 meeting.
Staff prepared
an RFP for architectural services for the
remodeling work and mailed it to ten architectural firms on June
13, 1986. Responses were received from seven firms. A selection
commi ttee composed of Lynne Barrette, Assistant City Manager,
Stan Scholl, Director of General Services, Dave Britton, Civil

Engineer, Carol Aronoff, City Librarian, Molly Richardson,
Assistant City Librarian, and Hank Dittmar, Airport Director,
reviewed the proposals and narrowed the field to three firms
listed below.

These three firms were interviewed by the selection committee on
Jul Y 10, 1986. The commi t tee al so did ex tens i ve background and
reference checks on each of these firms. The consensus of the
selection committee upon the completion of the selection process
was that A. Quincy Jones was the firm that could best provide the
architectural services required by the City for this major
remodel ing proj ect.
The firm of A. Quincy Jones has designed
more than 12 libraries within the past ten years.
Budget/Financial Impact
Funds for this contract are available in account numbers
01-710-613-000-909, 01-710-613-000-910, 01-710-613-000-922 and
01-710-613-000-926. The same accounts are being used to finance
the asbestos removal and the moving of the furnishings and books.

Recommendation
