Introduction
This report recommends that the City Council award a contract for
the Construction of an Airfield Maintenance Building in the
amount of $152,520.00 to Summit Builders, the lowest responsive
and responsible bidder.
Background
Construction of the new Airport Administration Building and Fixed
Base Operator Hangar of the Airport requires the demolition of
existing improvements in the area, including a corrugated metal
building which houses the airfield maintenance activity.
This
existing building dates from the early 1940's, is in poor
condition, and could not feasibly be relocated. In recognition of
the need to replace it,
the City Council
authorized
the
expenditure of
$160,000.00
for a new airfield maintenance
building in the FY 1986-87 Capital Improvement Program.

A Notice Inviting Bids was published on July 18 and 19, 1986 in
the Evening Outlook. The Notice was also sent to six
construction industry journals and to four minority business
associations.
The Notice along with bid documents, plans and
specifications was sent to seven firms which had been identified
as potential bidders. Three additional firms obtained copies of
the documents. Three bids were received and were opened and read
publicly on August 5, 1986 by the Deputy City Clerk. The
following is a summary of the bids received.
Dewco General Contractors
$213,583.00
Summit Builders
$152,520.00
Federated Construction Co.
$149,640.00
None of the bids received were from minority or women-owned
firms.
Federated Construction Company submitted a bid in the amount of
$149,640.00. Although this was the low bid, it was defective for
the following reasons: 1) Federated fai led to submi t a proper
bid bond or certified check; 2) the company failed to fill out
the requ ired ques t i onna i re rega rdi ng use of bid depos i tor i e s ,
union boycotts and other relevant matters.
Summit Builders is the lowest responsive and responsible bidder.
Staff has checked their references and find them to be
acceptable.

Recommendation
It is recommended that the City Council:
1.
Reject
non-responsive
bid
submitted

Federated
Construction; and~
2. Award a contract for the construction of the Airfield
Maintenance Bui Iding in the amount of $152 ~ 520.00 to
Summit Builders~ the lowest responsive and responsible
bidder; and~
3. Authorize the City Engineer to issue any change orders
necessary to complete the project ~ to the extent of
funds available~ in accordance with the Administrative
Instruction on Change Orders.
