Resolution Authorizing the City Manager to Execute A
Memorandum of Understanding With the Library Guild &
Library Non-Professional Associations
INTRODUCTION
This report requests that Council adopt the attached Resolution
authorizing the City Manager to execute a memorandum of
understanding (MOU) with the Library Guild (Library Professionals
and Library Non-Professionals, AFSCME Local 1634).
BACKGROUND
The
two
MOUs
with
the
Library
Guild
and
the
Library
Non-Professionals expired June 30, 1986.
Negotiations which
commenced in April resulted in the attached MOU, which covers
employees in both bargaining units.
This new agreement was
ratified by the membership of AFSCME Local 1634 on July 10, 1986.
The agreement standardizes vacation accrual and sick leave
accrual/payoff provisions with those in the MEA contract,
enhances shift differentials, establishes a bilingual bonus,
increases
the
amount
of
tuition
reimbursement,
separates
bereavement leave from sick leave, expands the definition of sick
leave to include family illness, establishes the concept of
parental leave, "caps" insurance contributions at $214 per

employee per month for two years, and enhances certain other
non-economic working conditions. In addition, the MOD
establishes the salary positions for non-professional posi tions
on an equity basis with identical classifications in MEA and for
professional positions on a grid which adjusts the internal
relationship with the non-professional positions.
There is a 22% equity adjustment for clerical positions and a 10%
adj ustment for professional positions in the first year. The
base salary will increase 6% during the first year, 3% during
year two, and 4% in the final year of the agreement to reflect
cost-of-living changes.
REcm1MENDATIONS
It is recommended that Council adopt the attached Resolution
authorizing the City Manager to execute the attached MOD with the
Library Guild.
