Resolution Authorizing the City Manager To Execute A
Memorandum of Understanding With the Legal Support
Staff Association of Santa Monica
INTRODUCTION
This report requests that Council adopt the attached Resolution
authorizing
the City Manager to execute a memorandum of
understanding (MOU) with the Legal Support Staff Association of
Santa Monica (LSSASM).
BACKGROUND
The MOU wi th LSSASM expired June 30, 1986.
Negotiations which
commenced in mid-May resulted in the attached MOU, ratified by
the LSSASM membership on June 26, 1986.
The agreement enhances the sick leave payoff provisions, provides
an increase in the number of unclassified leave days, reduces
sick leave accruals for all employees to 1 day per month, reduces
\iorkers I compensation benef i ts, increases the bil ingual bonus,
"caps" insurance contributions at $214 per month, expands the
concept of "maternity leave" to cover adoptions, and modifies the
performance appraisal system.
In addi tion, the MOU establishes
the salary positions in a grid which addresses market place
considerations in addition to the cost-af-living adJustments;

this will facili tate recrui tment and retention of employees in
these classes.
There are 3% and 2% adjustments in the first two years of the MOU
reflecting needed market place adjustments. The base salary will
increase 5% during the first year and by 4% during each of the
final two years of the agreement to reflect cost-of-living
changes.
RECOHl.1ENDATIONS
It is recommended that Council adopt the attached Resolution
authorizing the City Manager to execute the attached MOU with
LSSASM.
