SUBJECT: Recommendation to Award Contract to Remodel the Kennels
in the Police Department Animal Shelter
Introduction
This report requests that the City council award a contract to
remodel the kennels in the Police Department animal shelter to
Hared Construction Co., Inc., the lowest responsible bidder, in
the amount of $39,558.00.
Background
In 1985-86 the City Council approved the remodel of the kennels
at the Animal Shelter located at 1640 9th Street because of the
deteriorated condition due to constant washing. The project will
include removing and replacing of all corroded kennel partition
panels, frames, hardware, roof wire mesh, and other related items
from 30 kennel shelters.
A Notice Inviting Bids was published on August 20 and 21, 1986,
in the Evening Outlook and in five construction journals. The
notice was also sent to six minority business associations.
Plans and specifications were issued to six contractors.
Bids
were opened and read publicly on September 22, 1986, by the
Deputy city Clerk.

Two bids were received as follows:
Hared Construction co., Inc. $39,558
Etco Construction Co., Inc. $88,127
Engineer's Estimate: $43,500
Hared Construction Co., Inc., has successfully completed other
construction projects for the city.

Recommendation
It is recommended that the City Council:
1. Award a contract to remodel the kennels in the Police
Department animal shelter to Hared Construction Co., Inc.,
the lowest responsible bidder, in the amount of $39,558.00;
and
2. Authorize the City Engineer to issue any change orders
necessary to complete additional work to the extent of funds
available in accordance with the Administrative Instruction
on Change Orders.
