Mayor and city Council r'J/ ,- J (>' TO: FROM: City Staff SUBJECT: Award of Contract for the Construction of streetlights on Various streets Introduction This report requests that the Council award a contract for construction of streetlights on Ninth, Twelfth and Princeton Streets from Wilshire to Santa Monica Boulevards; Harvard and Yale Streets from Santa Monica Boulevard to Colorado Avenue; Hill Street from Twenty-third Street to Twenty-fifth Street; Thirty-first street from Pearl street to Ocean Park Boulevard; and Franklin Street from Wilshire Boulevard to approximately 1800 feet northwesterly. A map showing the location of the streetlights will be posted in the Council Chambers for the Council meeting. Background Residents' petitions for streetlights for the above named streets were accepted by the city Council on January 14, 1986. On ., February 25, 1986, the City Council ordered the work to be done . A Notice Inviting Bids was published on July l6 and 17, 1986 in the Evening Outlook and in five construction journals. The notice was also sent to four minority business associations. Plans and specifications were issued to eleven contractors. Bids were opened and read publicly on August 25, 1986 by the Deputy city Clerk. b-~ SEP 9 1. Three bids were received as follows: Raymor Electric Co., Inc. $279,000.00 Paul Gardner Corporation $317,434.00 CT & F, Inc. $34l,650.00 Budget/Financial Impact The following percentages of costs are proposed to be assessed to commercial and residential property owners in accordance with City policy: Commercial (to be paid by property owner) 100% of front footage cost (no commercial front footage in this district) 40% of side footage cost Residential (to be paid by property owner) 50% of front footage cost 20% of side footage cost FUNDS REQUIRED Property Owner's City's Share Share (approx. 43%) (approx. 57%) TOTAL Contract $119,970.00 $l59,000.00 $279,000.00 Contingencies l7,995.50 23,854.50 4l,850.00 Incidentals* 9,597.60 l2,722.40 22,320.00 Total $147,563.l0 $195,576.90 $343,170.00 *This streetlight district was formed in accordance with the Improvement Act of 19l1 which provides for inclusion of incidental costs in the property owners' assessments. Incidental costs include expense of engineering, inspection, bond preparation, advertising and recordation fees. The City's share of construction costs ($l95,576.90) will be encumbered and the balance will be collected through assessments based on a per linear foot cost. Appropriation authority is available in: 01-770-453-000-903 $ 90,414.23* 01-770-453-000-905 $2l0,QOO.00 $300,414.23 *Balance after unused funds are unencumbered from a previously completed streetlight project. Recommendations It is recommended that the City Council: 1- Award a contract for the construction of streetlights on various City streets as described above to Raymor Electric Co. Inc. , the lowest responsible bidder, in the amount of $279,000; and 2. Authorize the city Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
