SR-503-001-02 (22) /P-E OCT 1 . 1986 GS:SS:EL:JH:a Council Meeting: October 14, 1986 Santa Monica, California To: Mayor and city Council From: City Staff Subject: Resolution for Los Angeles County to Provide Industrial Waste Services to Santa Monica Introduction This report requests the City Council adopt a resolution requesting industrial waste services from the Los Angeles County Department of Public Works, to authorize the city Manager to execute an agreement for those services, and to appropriate $30,000 from the Wastewater Fund to reimburse the county for the cost of services provided. Background On June 10, 1986, the Santa Monica City Council adopted an Industrial Waste Control Ordinance [(Ordinance No. 1373 (CCS)], requiring inspections and permitting of industrial waste discharges. Staff believes that the most expeditious implementation of the ordinance will be through use of the Los Angeles County Department of Public Works, Engineering Services section. This unit of county Government currently provides industrial waste services for the unincorporated portions of the County and for several cities (for example Culver city and San Fernando) within the County on a fee-for-service contract basis. 6-E OCT 1 4 1986 - 1 - During the FY 1986-87 budget process, funds were not budgeted for this implementation activity due to uncertainty as to how and when implementation would occur. County Staff estimate that the annual cost of the industrial waste services will be approximately $35,000. The cost in the initial year will be greater due to the additional work required to bring all affected City Businesses into conformance with the ordinance. The program cost for the first year is estimated by City and County Staff to be approximately $50,000. The estimated cost for FY 1986-87 is then $30,000. The process of contracting for County services requires that the City Council adopt a resolution to request the industrial waste services from the County and to authorize the City Manager to execute a contract with the County for these services. The contract has been prepared and will be ready for execution by October 15, 1986. Enforcement of the ordinance will begin immediately thereafter. Industrial waste inspection services will help to control the improper disposal of liquid wastes. The ultimate benefit of this control will be additional long term water quality improvement in Santa Monica Bay and throughout the community. Budget/Financial Analysis The industrial waste ordinance is written to be self-supporting. All costs incurred by the Wastewater Fund (paid through account number 31-500-661-000-506) will be recovered through the permit fees (to be accumulated in a new revenue account number - 2 - 31-933-263-000-000, entitled Wastewater-Miscellaneous Non-Operating) . A resolution establishing permit fees will be presented to the city Council at a later date when a more accurate assessment of the distribution of program costs has been made. A request for a revenue budget amount will also be made at this time. city and County Staff estimate that the budget for program expenses will be $30,000 in FY1986-87. Recommendation Staff recommends that the city council: 1. Adopt the attached resolution requesting industrial waste services from the Los Angeles County Department of Public Works and authorizing the City Manager to execute a contract with Los Angeles County for said services: and, 2. Appropriate $30,000 from the Wastewater Fund to account number 31-500-661-000-506 for reimbursement of the County for industrial waste services provided during FY1986-87. Prepared by: Stanley E.
