SUBJECT: Recommendation to Appropriate Funds for Design and
Construction of Parking structure Improvements and
Authorize City Manager to Negotiate and Execute
Contract for Architectural Services for the Remodel of
Parking structure No.5, 1440 4th Street, with John
Galbraith/Theodore E. Anvick, a Joint Venture
Introduction
This report requests that the city Council appropriate $4,155,000
from proceeds of sale of certificates of Participation and
authorize the City Manager to negotiate and execute a contract
with John Galbraith/Theodore E. Anvick, a Joint Venture for
architectural and engineering services to remodel Parking
structure No. 5 located at l440 4th Street.
Background
City staff and the Third Street Development Corporation (TSDC)
developed the Third Street Mall Specific Plan which was approved
by the City Council on August 12, 1986.
The plan includes
upgrading the parking structures and revitalizing the Mall area
through implementation of design standards, an operation and
maintenance program, and a financing program. The Specific Plan
recommends that the expansion of Parking structure #5 be begun by
1987. As part of Phase I of the plan, Parking structure No.5,
located at 1440 4th Street, is to be improved and expanded, which
includes the addition of 300 new spaces, and construction of
retail space at the ground floor.
The construction schedule will

be discussed with area property and business owners in order to ocr 28 l~
minimize disruptions to the area around Parking Structure #5.

staff prepared a Request for Proposal for architectural and
engineering services for the project with the following
criteria:
Expansion to provide not more than four additional
floors (approximately 300 spaces)
Improvements to interior and exterior aesthetics
including modernizing facades, repainting, restriping
existing parking spaces, new access signage, etc.
Redesign of restrooms for greater user security and
reduction of vandalism
Additional opening of stairwells and possible opening
of elevators
Introduction of additional compatible commercial uses
on portion of ground floor (approximately 7,500 square
feet) .
In addition, the RFP specified that the following elements be
addressed:
Aesthetics - total project, with emphasis on the ground
retail floor space
Mall connection/ease of access to the mall
User safety - pedestrian and vehicle
Maintenance of the structure
Input from user groups
The RFP was mailed to eight firms on August 20, 1986. Five firms
responded:

A selection committee consisting of Tom Carroll, Executive
Director of the Third Street Development Corporation: stan
Scholl, Director of General Services; Desi Alvarez, City
Engineer: Ray Davis, Parking and Traffic Engineer; and Darrell
George, Sr. Administrative Analyst-Community & Economic
Development Department; interviewed the candidates on September
17, 1986. The committee is recommending that John
Galbraith/Theordore E. Anvick, a Joint Venture be selected for
the following reasons:
The j oint venture team of Galbraith and Anvick offers a high
level of acknowledged expertise in both structural engineering
and architecture and is very familiar with the issues of garage
expansion having designed numerous structures with the capacity
for future growth. Together, this proj ect team provides the
experience and capability required for the success of the Parking
structure #5 project.
In order to verify Galbraith and Anvick's qualifications, staff
conducted a reference check by contacting past clients. After
all references were checked, staff can report that favorable
comments and recommendations were cited on their behalf.
Statements pertaining to quality of work, timeliness of project
approach and favorable budget considerations were reported by
these references.
An additional reason for selecting the Galbraith and Anvick team
is their capacity to respond to the specific design issues and
programmatic requirements of Parking Structure #5. The fact that
they are cognizant of the overall goals and intentions of the
Third street Mall Specific Plan was highly apparent. Through the
services of an urban designer, Galbraith and Anvick more closely
understands that this project presents the opportunity to rebuild
and enhance the fabric of this portion of Fourth street and the
Third street Mall in particular.
Budget/Financial Impact
staff recommends that Council appropriate $4,155,000 from the
General Fund at account number 01-720-263-000-920. Funds are
available in the General Fund from proceeds of sale of
certificates of Participation in the amount of $4,155,000 for the
purpose of design and construction of parking structure
improvements.
Under this contract, the budgeted amount is $3, lOO, 000. This
amount will fund the addition of 4 levels to Parking structure #5
which will accommodate 300 additional parking spaces. It also
includes the construction of approximately 7,500 square feet of
retail space at the ground level. Finally the budget will
include all design fees, reimbursable expenses and contingencies.
The remaining $1,055,000 will be allotted for future use for the
construction of ground level retail space in two other structures
and for the modernization of one other structure including all
design fees and contingencies.
Recommendation
It is recommended that the city Council:
1. appropriate $4,155,000 from the General Fund to account
number 01-720-263-000-920
2. authorize the City Manager to negotiate and execute a
contract with John Galbraith/Theordore E. Anvick, a Joint
Venture for architectural design services for the remodel of
Parking structure No.5, located at 1440 4th street.
