'" ; / Santa Monica, California To: Mayor and City Council From: City Staff Subject: Award of Contract for the Design and Construction of Three Vehicle Storage Facilities for the Water Division Introduction This report requests that the city Council award a contract for the design and construction of three vehicle storage facilities for the Water Division to Summit Builders in the amount of $2l4,926. Background During the FY 85-86 budget process, the City council appropriated $43,000 for a Water Division garage at the city Yards (project 671-926) and $54,000 for replacement of the Wastewater garage at the City Yards (project 661-921). During the FY 86-87 budget process, the city Council appropriated $89,250 for a maintenance and storage building at the Arcadia Treatment plant (project 67l-928). Due to higher priority assignments (underground tank program), the Water Division staff was unable to initiate the FY 85-86 projects during that fiscal year. Since the projects are similar in scope, staff determined that it would be most efficient to include all of the projects under one contract. The Water Division facilities will provide additional areas in which to store vehicles and to conduct equipment maintenance - 1 - ~~i 1<; activities. The Sewer Division project will replace the Sewer Division vehicle storage building and maintenance area which is in an extremely deteriorated state. This project was previously advertised but the solitary bid of $249,990 was rejected by Council on September 23, 1986. A notice inviting bids was published October 3rd, 6th and 7th, 1986. Conceptual plans and specifications were issued to eleven contractors and nine construction advertising firms including six which advertise mainly to minority contractors. Five bids were received and read publicly by the Deputy City Clerk on October 24, 1986. Bids received were: Contractor 1. Summit Builders 2. ETCO Construction 3. Schwartz Construction 4. Stuart Construction Co., Inc. 5. Bernard Bros. Construction Summit Builders, the low bidder, has satisfactory work for the City. Funds Required Contract Contingency (7.5%) $214,926 l6,074 $231,000 - 2 - Bid $214,926 $226,737 $244,600 $304,955 $583,000 previously performed Budget/Financial Analysis Appropriation authority in the amount of $l86,250 is available in account number 25-760-67l-000-926 ($43,000), 25-760-67l-000-928 ($89,250) , and 31-760-661-000-921 ($54,000) . In addition, $52,095 is still available in account 25-760-671-000-904 for well development (project 671-904) which has already been completed. The well development project was bid approximately $20,000 below budget and due to delays by the contractor, an additional $30,000 in savings was realized through credits received from the Contractor for delayed completion. since this well development project is complete, use of the funds will not hamper the Water Division's well development program. Recommendations staff recommends that the City Council: 1. Award the contract for Design and Construction of three vehicle storage facilities for the Water Division to summit Builders in the amount of $214,926. 2. Authorize the use of $44,750 from account 25-760-671-000-904 for the design and construction projects. 3. Authorize the city Engineer to issue any change orders necessary to complete additional work as required in an amount not to exceed the funds available in conformance with the Administrative Instructions on Change Orders.
