SUBJECT: Recommendation to Amend the Professional Services
Contract with Kennedy/Jenks/Chilton for the Design of
Additional Treatment Capacity for the Domestic Water
Supply System.
INTRODUCTION
This report requests the City Council authorize the City Manager
to execute an amendment, to the professional services contract
with
Kennedy/Jenks/Chilton
(K/J/C)
to
include
additional
engineering work on the water treatment plant expansion and
upgrading as required by the South Coast Air Quality Control
Board (SCAQCB).
BACKGROUND
On November 11, 1986, the City Council authorized the city
Manager to negotiate and execute a professional services contract
with K/J/C in the amount of $182,000 for the design of an
aeration facility and the expansion of the city water softening
plant. Both improvements will allow the City of Santa Monica to
produce and treat additional local ground water, thereby reducing
the city's dependency on the Metropolitan Water District (MWD).

In February 1988, city staff submitted designs to SCAQCB for
their review. Based upon changes in design and test procedures
required by SCAQCB during the permitting process, several items
must be added to the final design contract. These items include:

Additional modifications of facilities
$ 64,000
Due to emission controls established by SCAQCB, an activated
carbon absorption system will be constructed. The system,
will remove the carbon vapors before they are discharged
into the atmosphere.
B.
pilot study
$ 30,000
A pilot study will be performed to evaluate and verify the
effectiveness of carbon vapor removal by surface aeration
and to confirm the necessary air flow requirements.
C.
Geotechnical sampling and testing
$ 12,000
For the final design and construction of the softening plant
expansion, the existing soil conditions need to be
determined. This will help eliminate problems that may
exist due to unknown soil conditions.
TOTAL
$106,000
Project design is estimated to be completed by November 1989 and
construction is estimated to be completed by December 1991.
BUDGET/FINANCIAL IMPACT
The additional funds of $106,000 will increase the K/J/C contract
amount from $182,000 to $288,000.
Appropriation authority is
available in Capital Improvement Account 25-760-671-000-922.
RECOMMENDATION
staff recommends that City Council authorize the City Manager to
execute an amendment to the professional services contract with
Kennedy/Jenks/Chilton in the amount of $106,000.
