' ^ (' TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Contract for the Construction of Curb Ramps at Various Locations in the City. INTRODUCTION This report recommends that the City Council award a contract for the construction of handicapped ramps at various locations in the City to Hared Construction co., Inc. , the lowest responsible bidder, in the amount of $25,400.00. BACKGROUND In an effort to increase accessibility for physically disabled persons on City streets, the City in 1978 established a handicapped ramp construction program. As part of that on-going program, staff proposes to award a contract for the construction of curb ramps at various locations throughout the City to Hared Construction Co., Inc. , the lowest responsible bidder. A Notice Inviting Bids for the construction work was published on October 9 and 10, 1986 in the Evening Outlook and sent to eleven construction journals including four minority business associations. Plans and specifications were received by - 2 - SES:DA:bat Council Meeting: December 9, 1986 Santa Monica, California thirteen contractors. Bids were opened and read publicly on November 10, 1986 by the Deputy City Clerk. Summary of Bids Received six bids were received as follows: Contractor Total Bid Amount Hared Construction Co., Inc. $ 25,400.00 B-1 Enterprises Corp. $ 26,854.00 Damon Construction Co. $ 29,990.00 Bruce Paving co., Inc. $ 33,220.00 Josip Kovac $ 33,600.00 Kevin Kraus $ 35,340.00 City Engineer's Estimate: $30,000.00 Hared Construction Co. , Inc. provided three references in the bid package. Staff contacted and received positive comments from these references on work previously performed by the Contractor. BUDGET/FINANCIAL ANALYSIS Funds Required Construction Contract $25,400.00 contingencies 4,244.50 Total $29,644.50 - 3 - SES:DA:bat Council Meeting: December 9, 1986 Santa Monica, California Funds in the amount of $29,644.50 are available under Account No. 01-770-421-000-928 for this project. RECOMMENDATION It is recommended that the City Council: l. Award a contract for the construction of curb ramps at various locations in the City in the amount of $25,400.00 to Hared Construction Co. , Inc. , the lowest responsible bidder; and, 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders.
