Award of Contract for the Improvements to the Air
Conditioning System at the Transportation Department
Administration Building
Introduction
This report requests that the City Council award a contract for
improvements to the air conditioning system at the Transporation
Department Administration Building to Sanders Engineering Co.,
Inc., the lowest responsible bidder, in the amount of $24,887.
Background
In April 1984, the construction of the Transportation Department
Administration Building was completed.
Since the building has
been occupied, several deficiencies in the air conditioning
system have been discovered.
These
include temperature
variations of 36 degrees F. from the north side of the building
to the south side, lack of air flow in some areas, and excessive
maintenance costs due to the complex control system specified by
the original building design. A claim against the architect for
deficient work has been made.
The project consists of adding one package air conditioning unit,
upgrading temperature controls, testing and balancing all
systems, and miscellaneous other work. Funds for this project
and
other
improvements
to the Transportation Department
Administration and Maintenance Facilities were approved by the
City Council in FY 1985-86.

A Notice Inviting Bids was published on October 9 and lO, 1986,
in the Evening Outlook and nine construction journals. Plans and
specifications were issued to fifteen contractors. Bids were
opened and read publicly on November 24, 1986, by the Deputy City
Clerk.
Three bids were received as follows:

San-Val Engineering, Inc.

City Engineers's Estimate:
$25,000
City staff checked the references provided by the low bidder and
found them to be satisfactory. In addition, Sanders Engineering
Co., Inc. is minority-owned firm.

Recommendations
It is recommended that the City Council:

Administration Building to Sanders Engineering, Co.,
Inc., the lowest responsible bidder, in the amount of
$24,887; and
2. Authorize the ci ty Engineer to issue any necessary
change
orders
to complete
additional work
in
conformance with the Administrative Instructions.
