Award of Contract for Replumbing of the Fairview
Branch Library
Introduction
This report requests that the City Council award a contract for
the replumbing of the Fairview Branch Library to J. Holder Co.
Inc., the lowest responsible bidder, in the amount of $18,672.
Background
In the FY 1986-87 budget, the City Council approved $52,500 for
replumbing the Fairview Branch Library.
The replumbing is
required because of extensive corrosion to the water lines.
Several repairs have been made to portions of the system. In
addition, water line leaks have resulted in damage to some of the
walls of the library.
A Notice Inviting Bids was published on March 9th and lOth, 1987,
in the Evening Outlook, four construction journals, and seven
minority/women associations.
Plans and specifications were
issued to nine contractors. Bids were opened and read publicly
on April l3, 1987, by the Deputy City Clerk.

found them to be satisfactory. In addition, the low bidder is a
women-owned business.

Recommendations
It is recommended that the City Council:
1. Award a contract for the replumbing of Fairview Branch
Library to J. Holder Co., Inc., the lowest responsible
bidder, in the amount of $18,672; and

2. Authorize the City Engineer to issue any necessary
change
orders
to complete
additional
work
in
conformance with the Administrative Instructions.
