Recommendation to Award Contract for the
Replacement of the Park Division Nursery Building
at City Yards.
Introduction
This report recommends that the City Council award a contract for
the replacement of the Park Division Nursery Building at the City
Yards to McAlpine & Salyer Construction Company, the lowest
responsible bidder, in the amount of $98,647.00.
Background
The Park Division Nursery Building at the City Yards has numerous
cracks, recurring flooding problems, and other deficiencies. In
FY 1986-l987, $77,000 was budgeted to replace the building.
Plans and specifications were prepared for a 65ft. x 35ft.
prefabricated metal building which included two offices, a
conference room, a workshop, and men's and women I s restrooms.
The project was initially advertised on April 22, 1987. One bid
was received for construction of the work in the amount of
$164,606.00 from Summit Builders.
City Council rejected the
above bid on June 9, 1987, and directed staff to redesign, study
funding options, and readvertise the project.
Plans, specifications, and estimate were revised, and the budget
was increased to $106,433.60. Revisions included shortening the

sewer run by reversing the building configuration, and
eliminating the following items: central air conditioning system,
carpeting, site grading, and the truck wash catch basin inlet.
A Notice Inviting Bids to complete this project was published in
four construction journals and in the July 20 and 2l, 1987,
Evening Outlook. The notice was also sent to six professional
associations of minority and/or women owned enterprises.
Plans and specifications were issued to seventeen contractors.
Bids were opened and read publicly on August 14, 1987, by the
Deputy city Clerk.

Recommendations
It is recommended that the city Council:
1. Award a Contract to construct a Prefabricated Nursery
Building to McAlpine & salyer Construction Company,
the lowest responsible bidder, in the amount of
$98,647.00; and
2. Authorize the City Engineer to issue any necessary
change orders to complete additional work in
conformance with Administrative Instructions
