SUBJECT: Award Contract to Construct Accessibility Modifications
at Douglas Park, Memorial Park, and Parking structures
One Through six and Request Appropriation Authority
from Parking Authority
Introduction
This report recommends that the City Council award a contract to
construct accessibility modifications for use by the physically
disabled at Douglas Park, Memorial Park, and Parking Structures
One through six to Kevin Kraus, the lowest responsible bidder, in
the amount of $69,680. In addition, the Parking Authority is
requested to appropriate an additional $18,954 to construct
accessibility modifications in Parking structures One through
Six.
Background
The City of Santa Monica implemented an accessibility
modifications construction program in 1978 to enhance City
facility access for physically disabled persons.
Constructing accessibility modifications at Douglas Park,
Memorial Park, and Parking Structures One through six and beach
access improvements north of Santa Monica Pier was identified as
the next phase of this improvement program. The parking
structure accessibility modifications portion of this project
originally was included in the FY 1985-86 budget. Twelve
thousand dollars was budgeted for these modifications. Plans and
specifications for the implementation of this phase were prepared

by the City Engineer's office with four bid items identified in
the bid document.
A Notice Inviting Bids to complete this project was published in
the June 15 and 16, 1987 Evening Outlook and in four construction
journals as well as sent to seven professional associations of
minorities and/or women business enterprises. Bids were opened
and read publicly at 3:00 pm on July 13, 1987 by the Deputy city
Clerk.

The City Engineer's Estimate was
$ 85,000.00
Since available funds for this project are in the amount of
$79,500.00, the city Engineer in consultation with the Office of
the Disabled has decided to delete bid item number four - Beach
Access Improvements North of the Santa Monica pier - and
reschedule it for the next phase to be implemented next fiscal
year.

Funds for the portion of the project financed by the General Fund
are available at account 01-720-262-000-949 in the amount of
$67,000. The portion of the project financed by Parking
Authority funds will be financed by funds available at account
77-770-610-000-921 in the amount of $12,000 and from the Parking
Authority available fund balance.

Recommendations
It is recommended that the city council/Parking Authority:
1. Award a contract in the total amount of $69,680 to Kevin
Kraus, the lowest responsible bidder, to construct
accessibility modifications at Douglas Park, Memorial Park,
and Parking structures One through six; and
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with
Administrative Instructions.
It is recommended that the Parking Authority:
1. Increase appropriation authority at account
#77-770-610-000-921 by $18,954.
