SUBJECT: Recommendation Regarding Funding for
Lincoln Junior High Pool Roof Repairs and
Accessibility Improvements
INTRODUCTION
This staff report recommends that the city Manager be authorized
to negotiate and execute an agreement with the Santa Monica
Malibu Unified School District to provide a maximum of $120,000
for repairs to the roof of the Lincoln Junior High School pool as
well as accessibility modifications in the pool locker room area.
BACKGROUND
For many years, the City of Santa Monica and Santa Monica Malibu
Unified School District have shared use of the pool at Lincoln
Junior High School. During this period, the City contributed a
portion of the operating costs to the School District.
This
share is currently calculated at $23,500 per year.
In 1985, the condition of the pool had deteriorated to a degree
to be unusable.
To remedy this problem, the School District
requested financial assistance from the City to renovate the
pool. The City contributed $188,000 from General Fund reserves
to enable the renovation.
In exchange, the City received a
credit for 8 years of free community recreation use.

Recently, a structural examination by School District personnel
of the pool building's roof showed deterioration of such a
serious nature that the pool building was immediately closed.
Due to financial difficulties of the District, the city has again
been approached for financial assistance.
In addition, the city has evaluated the accessibility of the
locker room area and found stalls and fixtures in need of
modification. It seems reasonable to address both renovation
needs at this time to result in a fully functional pool facility.
The District estimates that, if approved by council, the
improvements on the roof can be completed by early July. The
accessibility improvements will be scheduled for design and
construction after the beginning of the fiscal year.
BUDGET/FINANCIAL IMPACT
Plans and specifications prepared by District engineers have
determined a cost of approximately $100,000 to undertake the
necessary roof repairs. Funds are available in the General Fund
reserve.
The City's accessibility consultant has estimated the cost of
locker room improvements at $20,000. Funds are available in the
1987-88 capital Improvements Program Accessibility project to
cover this expense.
staff recommends that this contribution be offset by an
addi tional 5 year credit for free use by the city of the pool
facilities.

RECOMMENDATION
It is recommended that the City Manager be authorized to
negotiate and execute an agreement with the Santa Monica Malibu
Unified School District to provide $120,000 for Lincoln pool roof
repairs and accessibility improvements to be offset by a 5 year
use credit.
