SR-802-008 (3) GS:SES:JM:mh (9/3) Council Meeting: 09/08/87 11-]) SEP ~.~ 1~87, /;' Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Contract for the Reconstruction of Portions of Newcomb pier and Authorize Related Budget Transfers Introduction This report requests that the City Council award a contract for the reconstruction of portions of Newcomb pier to Kiewit Pacific Company, the lowest responsible bidder, in the amount of $3,087,507. The report also requests that the Council authorize the City Manager to amend the construction management contract with Concept Marine Associates to provide for geotechnical services for an amount not to exceed $25,000. The report further requests the Council to authorize related budget transfers. Background At the time that the City Council conceptually approved the design alternative for the reconstruction of the pier in May, 1985, staff presented a phased process for its implementation. The first phase, the strengthening and upgrading of the western end of the existing pier was completed in October, 1986. The second phase, the reconstruction of portions of the Newcomb pier is before the Council for action at this meeting. The third phase, the reconstruction of the west end of the Municipal pier is currently under design, with construction expected to begin //-]/ _ 1 - SEP - 8 1987 at the end of next summer. The city council adopted a Resolution certifying the Final Environmental Impact Report on April 22, 1986. At its November l2, 1985 meeting, the City council authorized Daniel Mann Johnson and Mendenhall (DMJM) to provide engineering services to reconstruct portions of the Newcomb pier which had been destroyed during the 1983 storms. The work consists of rebuilding the 45,000 square foot section at the southwest corner of Newcomb Pier and connecting it to the existing timber pier. The structural system for this new section is composed of concrete piles and framing, with a timber deck. This system was recommended by DMJM, following an extensive feasibility analysis, as the best means to provide greater strength and protection from future storms, and to minimize maintenance costs over the long-term. The structural system is also designed to allow for maximum flexibility in planning for future uses in this area. Staff has worked with the pier Restoration corporation to determine the probable loading demands for future development. The award of this contract has been scheduled to allow for construction to begin after the busy summer season. All efforts will be made to minimize disruption to activities on the pier and the beach. However, due to the weight I imi ts of the existing Pier, the piles will be stored in a fenced area on the beach adjacent to the Pier. During the time of mobilization, and for approximately a six week period of pile delivery, vehicles will be required to cross the beach. The contractor is required to employ a crossing guard to direct traffic on the bike path and - 2 - across the access route. All work is to be completed in nine months. A Notice Inviting Bids was published on July 21, 1987, in the Evening Outlook and in six (6) construction publications. Plans and specifications were issued to fourteen (14) contractors. Bids were opened and read publicly on September 2, 1987, by the Assistant City Clerk. Three bids were received as follows: Kiewit Pacific Co. John L. Meek Construction Co. Manson Pacific Engineer's Estimate: $3,087,507 $3,996,415 $4,163,718 $2,900,000 Concept Marine Associates, the construction management firm approved by the City Council on April 28, 1987 has been working closely with staff during the pre-construction stage. The firm completed a thorough design and constructability review of the bid package and contract documents, and managed the bid process including holding the pre-bid meeting and issuing addenda. Concept Marine has also analyzed and evaluated the bids and has recommended Kiewit Pacific Co. as the lowest responsible bidder. Kiewit Pacific Co. is one of the largest construction firms in the country and has extensive experience in marine construction. Concept Marine will provide full-time, on-site construction management throughout the course of construction. Budget/Financial Impact Funds required are as follows: - 3 - Contract Contingencies Geotechnical Services $3,087,507 $ 200,000 $ 25,000 Total $3,312,507 Appropriation authority is available in Account Number 30-740-625-000-925 in the amount of $3,068,029. Staff recommends that Council authorize the transfer of $244,478 from Account 30-740-625-000-940, Municipal pier Reconstruction, to Account 30-740-625-000-925 for a total appropriation authority of $3,312,507. The transfer will cover contingencies, and also provide for the addition of geotechnical services to Concept Marine's construction management contract. Geotechnical services are necessary to allow for proper observation during the installation of the piles. Part of this work is eligible for Federal Emergency Management Agency (FEMA) funds. FEMA will pay for seventy-five (75) percent of the cost of replacing the pier to its pre-storm condition. This means replacement of the timber structural members. Any improvements or additional strengthening, such as the use of concrete piles and structural system, is considered a betterment and is not eligible for reimbursement under FEMA regulations. FEMA's approved amount for the reconstruction of the Newcomb Pier to its pre-storm condition is $1,513,204; the City will receive 75% of this amount, or $1,134,903 upon completion of construction. The remainder of approved FEMA funds, approximately 75% of $3 million, or $2.2 million, will be received upon reconstruction of the Municipal Pier and related improvements. - 4 - In addition to FEMA funds, the state Coastal Conservancy has committed a $l million loan for the purposes of reconstruction. The Conservancy is awaiting the certification of the City's Local Coastal Plan (LCP) before taking formal action on this matter since the disbursement of these funds requires that a certified LCP be in place. In consideration of the impending receipt of FEMA and Coastal Conservancy funds, the City's contribution for this phase of the reconstruction is $1,177,604. Recommendation staff respectfully recommends that the city Council: l. Award a contract for the reconstruction of portions of the Newcomb pier to Kiewit Pacific Company I the lowest responsible bidder, in the amount of $3,087,507. 2. Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instruction on Change Orders. 3. Authorize the City Manager to amend the contract with Concept Marine to provide geotechnical services for an amount not to exceed $25,000. 4.
