SR-802-008 (2) GS:SES:JM:mh Council Meeting: 04/28/87 (p-AA APR 2 B 1987 Santa Monica, California TO: Mayor and City Council FROM: city staff SUBJECT: Recommendation to Authorize the city Manager to Negotiate and Execute a Contract with Concept Marine Associates to Provide Construction Management Services for the Reconstruction of Newcomb pier Introduction This report recommends that Council authorize the City Manager to negotiate and execute a contract with Concept Marine Associates to provide construction management services for the reconstruction of Newcomb Pier for a sum not to exceed $176,460. Background The first phase of the reconstruction of the Santa Monica Pier, the strengthening of the existing west end of the Pier, was completed in October, 1986. The next phase, the reconstruction of the 45,000 square foot section of Newcomb Pier lost in the storms, is scheduled to be out to bid in late May, 1987. The selection of the engineering firm to design the third phase, the reconstruction of Municipal Pier, is scheduled for approval at this Council meeting. In anticipation of the completion of the final working drawings and contract specifications for the Newcomb Pier reconstruction, staff prepared and issued a Request for Proposals (RFP) for construction management services in February, 1987. It is widely recognized by owners, architects, and contractors that the - 1 - I... .. AA JR 28 ~87 inclusion of the construction manager in the review of construction documents prior to their issuance makes for a more cost-effective and timely construction project. staff is recommending that construction management services be hired at this time to provide an opportunity for a design review, a constructabili ty review, and a specification review before the City issues the Newcomb Pier reconstruction bid documents. Selection of Construction Management Firm Staff invited six firms to respond to the RFP. The firms, each of which specializes in marine engineering or construction management or a combination of both, include Don Hellmers Engineering, Concept Marine Associates, Moffat and Nichol Engineers, Vickerman Zachary & Miller, North Pacific Construction Company, and Daniel Mann Johnson & Mendenhall. Four of the firms submitted proposals: Daniel Mann Johnson & Mendenhall Don Hellmers Engineering Concept Marine Associates Moffatt and Nichol Engineers $l30,000 $l40,000 $l76,460 $302,570 A selection committee consisting of the City Engineer, a civil Engineer in charge of construction management for the library renovation, and the pier Manager evaluated the four proposals. The selection criteria included the experience of the firm in providing construction management services for comparable coastal marine structures, particularly with regard to quality control in the fabrication and installation of concrete structural members. other factors considered were the demonstrated t~ack record of the firm in meeting construction schedules, monitoring - 2 - construction costs, and providing value engineering. After analyzing the proposals and conducting reference checks, staff is recommending selection of Concept Marine Associates. Concept Marine Associates is a construction management firm which specializes in marine and coastal projects. The firm has provided construction management services for such projects as the City of Antioch marina, the u.s. Navy pier modification in San Francisco, and the Los Angeles County Cabrillo Marina concrete floating docks. The firm is currently under contract with the Los Angeles County Department of Beaches and Harbors for ongoing refurbishment of beach facilities. This project in particular requires a high degree of expertise in keeping a project moving while safeguarding the pUblic's welfare and convenience. As a relatively small firm, Concept Marine has the advantage of providing full involvement of its principal, Gordon Fulton. Mr. Fulton has over twenty years of marine construction experience as well as a strong administrative and management background. The other members of the project team include an onsite project manager, senior inspector, and civil engineer who specializes in concrete structures exposed to marine and corrosive environments. Scope of Services The construction management services include the following scope of services: - 3 - A. Pre-Construction Phase 1. Review of bid package and contract documents to ensure that they are buildable, consistent, economical, and safe to construct. 2. Management of the bid process including pre-bid meeting and issuance of addenda as required. 3. Analysis and evaluation of bids and recommendation to the City for determination of lowest responsible bidder. B. Construction Phase I. Pre-construction conference setting out all procedures for change orders, progress payments, payroll reporting, and other conditions of the contract. 2. Weekly construction meetings during the construction. course of 3. Establishment and implementation of schedule management system, cost control system, change order control system, and progress payment system. 4. Review and monitoring of both the public safety and worker related safety programs. 5. provision of full-time onsite inspection, and monitoring and verification of all quality assurance programs including the following specific tasks: - 4 - a. Mobilization, stored materials, and manufacture of piles at plant. b. Pile driving coordination with soils engineer and survey team. c. Concrete forming, rebar, and pouring. d. Wood and wood treatment inspection at manufacturing plant as well as onsite. 6. provision of clarification of plans and specifications, receiving of all contractor submittals, and maintenance of a daily work log. 7. Preparation of monthly update report and monthly construction progress meeting with City staff. 8. Overseeing and coordinating closeout activities including preparation of punch list, review and receipt of as-built drawings, receipt of all keys, manuals, etc. and preparation of final closeout manual. The proposed lump sum for these services is $l76,460. The estimated time for the pre-construction phase is three months and the construction phase is estimated at nine months. The construction of Newcomb pier is estimated at $3.2 million. Budget Impact There are sufficient funds in Account 30-740-625-000-925, Newcomb pier Reconstruction for this work. Construction management services were included in the budget for this project. A portion - 5 - of this amount is eligible for reimbursement by the Federal Emergency Management Agency. Recommendation staff respectfully recommends that Council authorize the City Manager to negotiate and execute a contract with Concept Marine Associates to provide construction management services for the reconstruction of Newcomb pier for a sum not to exceed the amount of $176,460.
