Santa Monica, California TO: Mayor and City Council FROM: city Staff SUBJECT: Award of Contract for Plumbing and Painting the Santa Monica city Jail Introduction This report requests that the City Council award a contract for plumbing and painting the Santa Monica city Jail to Hared Construction Co., Inc., the lowest responsible bidder, in the amount of $96,450. Background In the FY 1986-87 budget, the City Council approved $100,000 for plumbing and painting the Santa Monica City Jail. New plumbing fixtures are required due to lack of availability of replacement parts and poor service history. In addition, the jail will be completely repainted. A Notice Inviting Bids was published on April 15th and 16th, 1987, in the Evening Outlook, four construction journals, and sent to seven minority/women associations. Plans and specifications were issued to twelve contractors. Bids were opened and read publicly on May 11, 1987, by the Deputy City Clerk. Two bids were received as follows: Hared Construction and Painting co., Inc. $ 96,450 Kevin Kraus $116,900 "-F MAY 2 6 1987 city Engineer'S Estimate: $100,000 - 1 - City staff checked the references provided by the low bidder and found them to be satisfactory. BUdget/Financial Analysis FUNDS REQUIRED Contract $96,450 Contingencies 3,480 Total $99,930 Appropriation authority in the amount of $100,000 is available in Account No. 01-730-306-000-914. Recommendations It is recommended that the City Council: 1. Award a contract for the plumbing and painting of the Santa Monica City Jail to Hared Construction and Painting Co, Inc., the lowest responsible bidder, in the amount of $96,450; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions.
