Resolution Authorizing the City Manager to Execute a
Memorandum of Understanding with the Supervisory Team
Association
INTRODUCTION
This report requests that the City Council adopt the attached
Resolution authorizing the City Manager to execute a memorandum
of understanding (MOU) with the Supervisory Team Association
(hereinafter referred to as STA).
BACKGROUND
The MOU with STA expired on June 30, 19B7.
Negotiations to
replace this MOU commenced in March and resulted in the attached
MOU. This new agreement was ratified by the membership of STA on
July l3, 19B7.
The agreement includes cost of living increases in both years, a
few equity adjustments to certain classes in the first year, an
increase in the amount of the City's deferred compensation match,
an additional amount of city-paid life insurance, a 40 hour
compensatory time off bank, a "picking-up" of the out-of-pocket
premium costs of the medical plan for the first year, an increase
in the medical "cap" in the second year, and several other minor
economic and non-economic items.

Subsequent to his office's review of this agreement, the City
Attorney has advised us that he has some serious concerns with
the concept and language as presented in Section 6.05
(Disciplinary Appeal Process); he believes further review is
required prior to incorporation of the clause into this MOU.
RECOMMENDATIONS
It is recommended that Council adopt the attached Resolution
authorizing the City Manager to execute the attached MOU with the
Supervisory Team Association.
