Resolution Authorizing the city Manager to Execute a
Memorandum of Understanding with the Santa Monica
Police Officers' Association

INTRODUCTION
This report requests that Council adopt the attached Resolution
authorizing the City Manager to execute a memorandum of
understanding (MOU) with the Santa Monica Police Officers'
Association.
BACKGROUND
The MOU with the Santa Monica Police Officers' Association
(hereinafter referred to as SMPOA) expires on June 30, 1987.
Negotiations to replace this MOU commenced in March and resulted
in the attached MOU.
This new agreement was ratified by the
membership of SMPOA on June 18, 1987.
The agreement includes cost of living increases, increases the
amount of time off to which an officer is entitled (compensatory
time off in lieu of cash overtime, more floating holidays in lieu
of holiday pay, and conversion to time off in lieu of cash sick
leave payoff), increases the amount which the city contributes to
POA LTD insurance, increases the amount of time allotted to SMPOA
business, grants an agency shop provision (previous MOU language

granted an identical agency shop provision if any other city
bargaining unit should receive one), offers an incentive for
employees who are habitual smokers to stop smoking, obtains
SMPOA's concurrence in implementing a ban on hiring smokers if
the City so chooses to implement one, provides that the City will
offer the PERS health plans in lieu of the existing City
insurance plans (including a "caps" on the city's contributions
at the level for the PORAC plan in the second year), and makes
some other minor economic and non-economic changes.
RECOMMENDATIONS
It is recommended that Council adopt the attached Resolution
authorizing the City Manager to execute the attached MOU with the
Santa Monica Police Officers' Association.
