Introduction This report requests that the City Council award a contract for the construction of streetlights on various City streets to Paul Gardner corporation, the lowest responsible bidder, in the amount of $265,227. The streets are: Group A 33rd Street, Ocean Park Boulevard to Pearl Street 5th street, Pacific street to Strand Street 18th Street, California Avenue to Wilshire Boulevard 19th Street, California Avenue to Wilshire Boulevard 23rd street, pico Boulevard to Pearl Street llth Street, Washington Avenue to Idaho Avenue Alta Avenue, 4th Street to First Court Group B 5th Street, Wilshire Boulevard to Washington Avenue Stanford Street, Wilshire Boulevard to Washington Avenue Marguerita Avenue, 4th Street to First Court. A map showing the location of the streets will be posted in the Council Chambers for the Council meeting. 6-L - 1 - SEP - 8 19B} , Background Residents' petitions for streetlights were accepted by the City Council and public hearings were held for the above groups as follows: Held Accepted Petitions Public Hearing Group A March 24, 1987* April 28, 1987 Group B May 12, 1987 June 9, 1987 *Residents of Alta Avenue did not receive proper notification of the public hearing of April 28 and a new public hearing is scheduled for the Council meeting of October 13, 1987. If, as a result of the October 13 public hearing, the Alta Avenue streetlights are not approved, a change order in the amount of $19,855 deleting that portion of the work will be issued in accordance with the provisions of the contract. In the event of such a deletion, an appropriate credit will be obtained from the contractor. A Notice Inviting Bids for the construction was published on July 8, and 9, 1987 in the Evening Outlook and sent to eleven construction journals including four published by minority business associations. Plans and specifications were requested by six contractors. Bids were received, opened, and read publicly on August 7, 1987 by the Deputy city Clerk. Three bids were received as follows: Paul Gardner Corporation $265,227 - 2 - C. T. & F. Inc. $274,290 Rayroor Electric Company, Inc. $285,000 City Engineer's Estimate: $269,000 The low bidder, Paul Gardner Corporation, has successfully completed other City streetlight projects. Budget/Financial Impact The following percentages of costs are proposed to be assessed to commercial and residential property owners in accordance with City policy: Amount Assessed Against Commercial Property 100% of front footage cost (no commercial front footage in this district) 40% of side footage cost Amount Assessed Against Residential Property 50% of front footage cost 20% of side footage cost (Only 20% is assessed on side footage to limit the impact on corner properties as per City Council direction) The City will pay for the remainder of the cost. Incidental costs include expense of engineering, inspection, bond preparation, advertising and recordation fees. The city's share of construction costs ($l72,133.50) will be encumbered and the balance will be collected through assessments based on a per linear foot cost. Award a contract for the construction of streetlights on: 33rd street, Ocean Park Boulevard to Pearl street 5th street, Pacific street to strand street l8th street, California Avenue to Wilshire Boulevard 19th street, California Avenue to Wilshire Boulevard 23rd street, pica Boulevard to Pearl street 11th street, Washington Avenue to Idaho Avenue Alta Avenue, 4th street to First Court 5th street, Wilshire Boulevard to Washington Avenue Stanford street, Wilshire Boulevard to Washington Avenue Marguerita Avenue, 4th street to First Court in the amount of $265,227, to Paul Gardner Corporation, the lowest responsible bidder; and 2 . Authorize the City Engineer to issue any change orders necessary to complete additional work to the extent of funds available in accordance with the Administrative Instructions.
