Award of Contract for the Asphalt Concrete Paving of
Pre-Compacted Water Trenches for FY 1987-88, to
SUlly-Miller Contracting Company
Introduction
This report requests that the City Council award a contract for
the asphalt concrete paving of pre-compacted water trenches for
FY 1987-88, to SUlly-Miller Contracting Company in the amount of
$409,925.00.
Background
During the FY 1984-85 and FY 1985-86 budget processes, the City
Council appropriated funds to furnish and install water mains,
fittings, and services at various locations in the City and to
permanently pave the water main installations performed by the
City's forces. Attachment A shows the projects to be paved and
the schedule for the work.
A Notice Inviting Bids was published on January 28th, 29th and
30th, 1987.
Plans and Specifications were issued to six
contractors and nine construction advertising services including
six which advertise mainly to minority contractors.
Four bids
were received and read publicly by the Deputy city Clerk on
February 24, 1987.

The low bidder has performed satisfactorily in Santa Monica on

installation projects.
Recommendation
It is recommended that the City Council:
1. Award a contract for the asphalt concrete paving of
pre-compacted water trenches for FY 1987-88 to SUlly-Miller
contracting in the amount of $409,925.00.
2 . Authorize the Ci ty Engineer to issue any change orders
necessary to complete additional work as required in an

amount not to exceed the funds available in conformance with
the Administrative Instructions on Change Orders.
