SR-505-004 (14) GS:SS:EL:JH:a council Meeting: Santa Monica, 6-AI caMtEn\J981 March 24, 1987 To: Mayor and City council From: city Staff Subject: Award of Contract for Drainage Improvements Contracting Company the Construction on Second Street of to Storm Jana Introduction This report requests that the city Council award a contract for the construction of storm drainage facilities on Second Street to Jana contracting Company in the amount of $49,6l0.00. Background As part of the FY 1985-86 budget, the City Council appropriated funds to construct a supplemental storm drain in 26th Street (project #661-919) which would tie into existing downstream drains. However, since the original project was proposed staff has determined that there is insufficient capacity in the downstream drains. Therefore, the original project is no longer feasible. Portions of the funds available in account #31-760-661-000-919, originally intended for the 26th Street storm drain, have been expended for other smaller storm drainage projects to eliminate local flooding. The project proposed in this report will alleviate local flooding in the 2500 block of Second Street. A Notice Inviting Bids was published on February 12th, 13th, and 16th, 1987. Plans and specifications were issued to eleven - 1 - ~-AI MAR 2 4 1987 contractors and nine construction advertising services, six which advertise to minority contractors. Four bids were received and read publicly by the Deputy city Clerk on March 10, 1987. Bids received included: 1. Jana contracting 2. vicco Construction 3. Jugovic Construction 4. Joe Z Construction $49,610.00 $54,460.00 $57,650.00 $70,150.00 staff investigated the low bidder's references and determined that they have performed satisfactorily on other projects. Funds Required The funds required for this project are: Contract $49,6l0.00 contingency (lO%) $l2,500.00 TOTAL $62,110.00 BUdget/Financial Analysis Appropriation authority in the amount of $361,158.81 is available in account number 31-760-661-000-919. The remaining funds will be expended on other small scale storm drainage proj ects as approved by Council. Recommendation It is recommended that the city Council: 1. Award a contract for the construction of storm drainage facilities on Second Street to Jana Contracting in the amount of $49,610.00. - 2 - 2. Authorize the City Engineer to issue any change orders necessary to complete additional work as required in an amount not to exceed the funds available in conformance with the Administrative Instructions on Change Orders.
