INTRODUCTION
This report requests that City Council authorize the City Manager
to negotiate and execute a contract with the Los Angeles County
Sheriff for operation of the CAL-ID.
Information regarding the
current status of the system is also provided.
BACKGROUND
Over the past 18 months, the Santa Monica Police Department has
been working wi th the Los Angeles County Sheriff's office, and
the Los Angeles, Torrance, Long Beach, and West Covina Police
Departments in an effort to establish a regional County-wide
Computerized Fingerprint Identification System.
The project is
part
of
a
statewide
network
known
as
the
California
Identification System (CAL-ID) which is administered by the
Department of Justice.
In recent months, the system has been
responsible for the identification of suspects in cases in which
just a single fingerprint was left at the scene.
Wi thout this
technology, such an identification would~ have been virtually
impossible.

County to allow for easy access by all police agencies in the
County.
The Police Department recognized the benefi t of having CAL-ID
equipment placed in Santa Monica. With City Council approval, we
were successful in convincing the County Sheriff to accept Santa
Monica as a site. Site preparation has begun within the Police
Department's Identification Section to allow for installation of
the CAL-ID equipment. The installation at the Los Angeles County
Sheriff's site has been completed and the multi-week process of
entering the historical fingerprint date base is underway. It is
anticipated that the entire Los Angeles County System will be
operating by June of this year. Once completed, the Police
Department believes that the system will be the most significant
advancement in law enforcement technology since the advent of
radio communications.
BUDGETARY/FINANCIAL IMPACT
Costs to the Ci ty for system operation are minimal. Other' than
funds budgeted by the Police Department for site prepar'ation, the
entire cost of the system is being amortized between all Los
Angeles County Police Agencies. Attached as addendum #1 is a
copy of the contract supplied by Los Angeles County for' Santa
Monica's participation in the program. As indicated in the
contract the following fees shall be paid by the Santa tJJonica
Police Department as its shar'e in the operation of the system:
COST OF EQUIPMENT $31,552 (one time costs)
MAINTENANCE 9,512 (annual cost for 5 years)
CONVERSION OF DATA '7,950 (one time costs)
Funds necessary for the maintenance and conversion of data are
budgeted in the Police Department's FY 86/87 Supply and Expense
accounts 01-300-306-000-312 and 439. Equipment costs are part of
the City's Capital Project Plan for FY 86/87,

RECOMMENDATION
Approve the attached agreement between the City of Santa Monica
and the County of Los Angeles to enable the Santa Monica Police
Department to participate in the Los Angeles County Regional
Identification System.
