Award of Contract to Construct Handicapped Ramps at
Various Locations - Phase III
SUBJECT:
Introduction
This report recommends that the City Council award a contract to
construct handicapped ramps at various locations to Damon
Construction Co., the lowest responsible bidder, in the amount of
$37,420.00.
Background
The
city
of
Santa Monica
implemented
an
accessibility
modifications construction program in 1978 to enhance City
facility access for physically disabled persons.
The Community and Economic Development Department Office of the
Disabled recommends that fifty-seven handicapped ramps be
constructed on various City streets as part of Phase III of this
modification program.
These locations were identified in the
accessible Path System Study conducted by People's Housing.
City pathway system plan implementation is about one year behind
schedule. A stabilized funding source, combined with inclusion
of accessibility projects in the Capital Improvement Program, is
expected to put ramp construction back on schedule.

A Notice Inviting Bids to complete this project was published in
four construction journals and in the June 15 and 16, 1987,
Evening Outlook,
as well as sent to seven professional
associations of minorities and/or women owned firms.
Plans and
specifications were issued to eleven contractors.
Bids were
opened and read publicly on July 10, 1987, by the Deputy City
Clerk.

The City Engineer's estimate was $45,000.
Damon Construction Co., Inc. provided three references in the bid
package. Staff contacted and received positive comments from
these references on work previously performed by the contractor.
Staff recommends that a contract for the constructing handicapped
ramps at various City locations - Phase III be awarded to Damon
Construction Co., the lowest responsible bidder.
