Subject: Negotiate Terms and Conditions for Sale of a Portion of a Parcel Located
at 2101 Pico Boulevard
Recommended Action
It is recommended that City Council authorize staff to negotiate the sale of a 1,034 sq. ft.
remnant parcel of property located at 2101 Pico to the adjacent property owner at 2031 21S'
Street.
Executive Summary
A number of parcels were assembled to create the current site of Virginia Park. During
the park's design, a remnant parcel that could not efficiently be incorporated into the
park was created. The 1,034 sq. ft. remnant parcel is bordered by a private residence
located at 2031 21 St Street. Staff is recommending that the Council authorize
negotiations with the owner of the adjacent parcel, as the remnant parcel has no utility,
except to the adjacent owner. ~
Discussion
Municipal Code Section 2.24.110 provides for the sale of real property without
advertising for bids if the City Council, by a resolution adopted by at least five affirmative

votes, determines by such vote that to advertise for bids would be to no avail and would
cause unnecessary expense and delay. When negotiations are complete and a sale
offer is presented to Council for execution, the Council will be asked to adopt a
Resolution authorizing the sale of this property through direct negotiations, in
accordance with the Municipal Code.
Background
In 1998, the City acquired an approximately 38,120 sq. ft. parcel located at 2101 and
2115 Pico Boulevard from Plastic Mart for future expansian of Virginia Avenue Park. All
but a 1,034 sq. ft. portion of the 2101 Pico Boulevard parcel was incorporated into the
park. The 1,034 sq. ft. remnant is located between the northwestern corner of the park
and a single family dwelling located at 2031 21St Street. The remnant portion is too
small to be developed independently and has no utility to any property except the
property located at 2031 21 St Street. The parcel is outside the boundaries of the park,
but is utilized for driveway and garage purposes by the owners of 2031 21St Street.
Staff proposes to negotiate a sale of the 1,034 sq. ft. remnant parcel to the owner of
2031 21 St Street.
Environmental Anafysis
The sale is exempt per Section 15312, Class 12 of the CEQA guidelines which deals
with the sale of surplus government property.

Budget/Financial Impact
The sale price of the property will be reported publicly when Council is asked to take an
action regarding the sale of the property. Proceeds from the sale wilf be deposited into
the Community Development Block Grant Fund Program Income Account
