Subject: Award Contract for Engineering Consulting Services for Charnock and the
Olympic Well Fields Restoration Project
Recommended Action
It is recommended that the City Council authorize the City Manager to negotiate and
execute a sole source professional services contract with Worley Parsons Komex
(Komex) for Fiscal Year 2006-07 for engineering support services for Charnock and the
Olympic Well Field Restoration Project in an amount not to exceed $312,000.
Executive Summary
Worley Parsons Komex (formerly Komex H20 Science, Inc.) is an international water
resources consulting firm serving private and public clients in the fields of water
resources research and development. In Fiscal Year 2006-07, Komex is providing
engineering support services to the City of Santa Monica for the Charnock Well Field
Restoration as set forth in the 2003 MTBE Settlement Agreement between the City and
the responsible oil companies, and for the Olympic Well Field Restoration Project.

Discussion
Charnock Well Field Restoration Proiect
The Charnock Well Field Restoration Project represents the continuation of an existing
relationship with Komex, which has provided services relative to the City's MTBE
contamination crisis since the problem was discovered in 1996. Komex principals and
staff provide technical expertise and have developed an understanding of Santa
Monica's unique hydro-geologic characteristics. Additionally, Komex possesses an
institutional knowledge of the City's water division operations, as well as background in
the current situation. For these reasons, staff has determined that the most efficient
and cost-effective approach is to continue utilizing Komex for technical support.
The Fiscal Year 2006-07 tasks include Komex personnel attendance at Engineering
Committee meetings; providing critical review of reports and technical memoranda;
representing the City on a Groundwater Modeling subcommittee; reviewing the regional
groundwater monitoring program; providing support for engineering, pilot testing and
permitting of proposed treatment plant; providing dispute resolution support; and, assist
in the development of a City-managed restoration program. The cost for these services
during Fiscal Year 2006-07 is $240,000.
Olvmpic Well Field Restoration Proiect
The City and the Los Angeles Regional Water Quality Control Board (RWQCB) met
concerning the former Gillette Facility located at 1681 26t" Street in Santa Monica. The
former manufacturing facility operated at the site for over forty years and is located near

three of the City's drinking water wells in the Olympic Basin. Significant vapor, soil and
groundwater contamination exist at the Gillette property. It is highly likely that this
contamination has migrated offsite and has adversely impacted the drinking water
supplies for the City of Santa Monica. The RWQBC, with the City's insistence and
support and insistence, mandated the investigation and remediation of groundwater at
the site and in the surrounding area. Other potentially responsible parties include
Boeing Corporation and GTE/Verizon. Komex's proposal for Olympic Well Field
restoration tasks include review of data and reports, attendance at meetings relating to
the project, and field oversight of investigation and remediation activities. The cost for
these services during Fiscal Year 2006-07 is $72,000.
Budqet/Financial Impact
Funds in the amount of $312,000 are available at account 25671.555060 for the
services described above.
