SR-417-009 (5)~_ ~ ~;tY of City Council Report Santa Monica City Council Meeting: July 11, 2006 Agenda Item: ~G To: Mayor and City Council From: Steve Stark, Chief Financial Officer Subject: Civic Center Parking Equipment Recommended Action It is recommended that the City Council authorize the City Manager to negotiate and execute a sole-source contract with Sentry Controls Systems for the acquisition and installation of parking equipment at parking areas located in the Civic Center in a total amount not to exceed $231,761, including applicable sale tax. Executive Summary The City has standardized its parking equipment in recent years at all parking structures, using SkiData equipment distributed exclusively by Sentry Control Systems. This equipment provides staff with audit and revenue tracking controls. To complete this standardization, equipment will be installed in three additional parking areas in the Civic Center. 1 Discussion Background Current equipment used for Civic Auditorium parking is malfunctioning and does not have the reporting and tracking controls required by staff to effectively manage the parking. This parking area serves City Hall visitors and employees, the public attending events at the Civic, and County Courthouse staff and visitors. The annual revenues generated by this parking area are approximately $1 million. The proposed equipment will provide parking controls and will include both single ticket and employee key card validation machines. There are two additional temporary parking areas in the Civic Center where no parking equipment currently exists. These areas are located at Ocean Avenue and Vicente Terrace ("Vicente Terrace Lot") and at Main Street across from City Hall ("North Lot"). The Vicente Terrace Lot and the North Lot will accommodate overFlow Civic Center parking until such time as the Village Housing Development and the Palisades Walk Park are underway. The proposed equipment will enable City employees to access these areas using a key card; existing equipment at the Civic Auditorium lot will be used to the extent possible. Contractor Selection Sentry Controls Systems is the sole distributor of the SkiData parking equipment. Section 2.24.080(a) of the Santa Monica Municipal Code establishes an exception to competitive bidding for proprietary items purchased from exclusive distributors.
