City Council Report ~ City of Santa Monica City Council Meeting: June 27, 2006 Agenda Item: -~ "G7 To: Mayor and City Council From: Steve Stark, Chief Financial Officer Subject: Hazardous Waste Management and Transportation Services Recommended Action Award Bid# 2890 to General Environmental Management, Inc. and authorize the City Manager to negotiate and execute a contract with General Environmental Management, Inc. to provide hazardous waste management and transportation services. Executive Summary Award bid to provide hazardous waste management and transportation services as required by the Environmental Programs Division at specified unit prices. The bid award is for a two-year period beginning July 1, 2006 with one additional one-year renewal option at the same price, terms, and conditions. The total estimated expenditure for the three-year term is $600,000. Discussion Back rq ound The City generates hazardous waste from emergency response, municipal activities, and the Household and Small Business Hazardous Waste Collection C.enter, which 1 serves City residents. State and federal law regulate hazardous waste generation, storage, transportation, and disposal/recycling activities. Hazardous waste must be transported by state and federally certified haulers and recyc{ed/disposed at state or federally certified and permitted facilities. Vendor Selection In May 2005, the City published Notices Inviting Bids to provide hazardous waste management and transportation services in accordance with City requirements. Bid packets were mailed to thirty-four service providers and notices were advertised in accordance with City Charter and Municipal Code provisions. Four bids were received and publicly opened and read on June 29, 2005. Bids were evaluated based on competitive pricing, environmental compliance, responsiveness to bid requirements, and references. Based upon these criteria, PSC Rho-Chem was the best bidder and Council awarded the bid to PSC Rho-Chem on September 13, 2005 (Agenda Item 1-K). Subsequently, PSC Rho-Chem informed the City that it would not honor the rates that it originally provided in its bid and submitted revised labor rates. Bids were re-evaluated based on the same criteria as the first review. Based upon this subsequent review, General Environmental Management, Inc. is recommended as the best bidder. 2 BudgetiFinancial Impact Fiscal year 2006/07 budget authority in the amount of $200,000 is available at account 31662.555130, "Toxic Chemical."
