Subject: Resolution Authorizing the City Manager to Execute an Amendment to the
Memorandum of Understanding between the City and the Santa Monica
Firefighters, Local 1109, IAFF
Recommended Action
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute an amendment to the Memorandum of Understanding (MOU) with
the Santa Monica Firefighters, Local 1109, IAFF (Local 1109).
Executive Summary
An amendment to the MOU befinreen the City and Local 1109 is required in order to
bring the terms and conditions of the MOU into compliance with CaIPERS regulations
and to establish a work assignment bonus for two positions assigned to the forty-hour
work week schedule. The changes will need to be retroactive to July 1, 2005. The
changes to bring the MOU into compliance with Ca1PERS regulations will have no
financial impact. The cost associated with the establishment of the two work
assignment bonuses will be approximately $38,000 for FY2005-2006.

Discussion
The current MOU befinreen the City and Local 1109 is a 3-year contract that does not
expire until June 30, 2007. As the result of a routine CaIPERS audit, the City
discovered that the MOU between the City and Local 1109 would need to be amended
in order to bring the terms and conditions of the MOU into compliance with CaIPERS
regulations. The MOU also needs to be amended in order to establish forty-hour work
week assignment bonuses for the Assistant Fire Marshal and the Fire Captain who has
been designated as the department's Training Captain. The two work assignment
bonuses are consistent with the bonuses provided to other employees assigned to the
forty-hour work week schedule.
Budget/Financial Impact
There is no cost associated with the changes to the MOU that are required to bring the
MOU into compliance with CaIPERS regulations. For FY2005-2006, the cost
associated with the establishment of the finro additional work assignment bonuses will
be approximately $38,000. For subsequent fiscal years, this amount will inc~ease by
the amount of any negotiated cost of living adjustment. Based on the terms of the
current MOU, the cost of the two additional work assignment bonuses will be
approximately $40,000 for FY2006-2007. For FY2005-2006, the Fire Department will
have sufficient salary savings to absorb the cost of the additional bonuses. Provision
has been made in the proposed FY2006-2007 budget to accommodate the cost of the
additional bonuses.
