City Hall Seismic Retrofit - Modification to the Existing Professional
Services Agreement.
Recommended Action
This report recommends that the City Council authorize the City Manager to negotiate
and execute a modification to Contract No. 8529 (CCS) with Black and Veatch in an
amount not to exceed $285,889 to expand engineering and architectural services for the
seismic retrofit of City Hall.
Executive Summary
The project objective is to strengthen the existing structural connections between the
floor and the walls of City Hall. With the exception of code required accessibility
upgrades, the seismic retrofit project will not change the use or look of any areas within
City Hall. All areas of construction will be restored to their current existing condition,
with the exception of the old jail, which will be retrofitted for temporary office space in a
manner that will not impact any potential future use.

The agreement requires modification due to three factors:
1. Added work scope needs to be incorporated to expedite completion of the project
(the creation of two construction bidding documents), including the old jail cell
area as temporary office space for City staff.
2. Inclusion of an elevator to provide access to temporary offices located in the old
jail area.
3. Additional criteria required to design City Hall as an Essential Facility, as defined
in Municipal Code 8.12.040.
This modification increases the consultant fee from the original City Council
authorization of $875,000 to a total not to exceed $1,160,889.
Discussion
Backqround
Numerous buildings and other structures were damaged in the City as a result of the
January 1994 Northridge Earthquake. Although the City Hall building did not sustain
significant damage, the City commissioned a seismic evaluation of the structure. This
evaluation provided the City and Federal Emergency Management Agency (FEMA) with
cost-effective remediation measures to bring City Hall to current code.
The scope of the seismic work includes structural engineering and associated
upgrades, accessibility enhancements, historic preservation, hazardous material
abatement, construction phasing, staff relocation, and cost estimating. The construction

components of the structural upgrade for this type of building typically involve anchoring
the floors and roof to the walls, providing additional floor stiffening, strengthening the
existing steel column to beam welds and other measures.
Integral to the retrofit project (and included in the modification design scope of work) is
the interior renovation to the existing jail cells. This renovation will prepare the old jail
area as temporary office spaces for City Hall staff displaced by retrofit work. The
renovation is scheduled to start early 2007 and be completed mid to late 2007. The
retrofit project is scheduled to start mid to late 2007 and be completed in early 2008.
The current estimated construction cost for the project is $5 million. These funds have
been set aside by FEMA for this project. Construction is currently anticipated to start in
early to mid 2007 and be complete approximately 6-9 months later. It is planned that
City Hall will remain open and accessible during the course of the project although
individual work units may temporarily relocate within the building.
Previous Council Actions
At the November 22. 2005 Council meeting, the City Council authorized the negotiation
of a professional services agreement with Black and Veatch for design of the City Hall
Seismic Retrofit project.

Contractor/Consultant Selection
On June 27, 2005, a Request for Qualifications was issued for design services and six
responses were received. A selection committee consisting of staff from the Civil
Engineering and Architecture and the Building and Safety Divisions reviewed the
qualifications. Four firms were short-listed and invited to make individual presentations
to the selection committee. Based on the qualifications and presentations, the selection
committee recommended Black and Veatch.
Public Outreach
This project may impact the operation of public access counters. The extent and
duration of the impacts will be known in mid to late 2006. If necessary, temporary public
counters will be designed as part of the interim old jail space renovation project and
constructed in the initial phases of construction. During construction, signage will be
developed to direct the public to the temporary location of the displaced public counter,
as well as any other temporarily relocated services. The temporary location will be fully
accessible including restroom facilities and access/egress path of travel to and within
the facility.
Budget/Financial Impact
The Federal Emergency Management Agency (FEMA) provided funds for vanous
upgrade projects throughout the City as a result of the 1994 Northridge Earthquake.
These projects are near completion with balances remaining. Authorization was
received from FEMA to utilize the remaining balances for the seismic retrofit of City Hall.

Funds in the amount of $285,889 are available in account E130748.555060.30000,
"City Hall Seismic Retrofit." The total cost of this professional services agreement is not
to exceed $1,160,889.
