Recommended Action
It is recommended that the City Council authorize the City Manager to negotiate and
execute a professional services contract with Worley Parsons Komex (Komex) for fiscal
year 2005-2006 for Groundwater Modeling and Engineering Consulting Services, Well
Installation Oversight and Alternative Dispute Resolution; Cost Estimate for Design-
Build Two-Well Treatment Plant at Charnock Well Field; and Cost Estimate for Design-
Build Full-Scale Treatment Plant at Arcadia in an amount not to exceed $304,000.
Executive Summary
Worley Parsons Komex (formerly Komex H20 Science, Inc.) is an international water
resources consulting firm serving private and public clients in the fields of water
resources research and development. In fiscal year 2005-2006, Komex is providing
technical consulting services to the City of Santa Monica in support of the 2003 MTBE
Settlement Agreement between the City and the responsible oil companies.

This represents a continuation of an existing relationship with Komex, which has
provided services relative to the City's MTBE contamination crisis since the problem
was discovered in 1996. Komex principals and staff provide technical expertise and
have developed an understanding of Santa Monica's unique hydro-geologic
characteristics. Additionally, Komex possesses an institutional knowledge of the water
division's operations, as well as background of the current situation. For these reasons,
staff has determined that the most efficient and cost effective approach is to continue
utilizing Komex for technical support.
The fiscal year 2005-2006 tasks include Komex personnel attendance at Engineering
Committee meetings, providing critical review of reports and technical memoranda,
representing the City on a Groundwater Modeling subcommittee, oversight of field work
relative to the installation of monitoring wells, providing dispute resolution support, and
assist in the forecast of costs for various design alternatives. The cost for these
services during fiscal year 2005-2006 is $304,000.
Budget/Financial Impact
Funds in the amount of $213,000 are available at account 25671.555060 for the
services described in this staff report. These funds are made available to the water
fund from the MTBE settlement agreement, as approved annually in the CEC budget. It
should be noted that a single professional services agreement will be executed for a
total amount of $304,000, which includes the $91,000 approved in July 2005.
