Contract for the Former Police Building Demolition - Courtyard
Construction Phase
Recommended Action
This report recommends that the City Council:
1. Reject all incomplete bids received for the courtyard construction phase of the
Former Police Building Demolition project in accordance with Santa Monica
Municipal Code (SMMC) Section 2.24.071 {d){1 ); and
2. Award a construction contract with Pima Corporation in an amount of $271,200
with a contingency amount of $27,120, for the courtyard construction phase of
the Police Building Demolition Project.
Executive Summary
In December 2003, the former Police Building addition to City Hall was approved for
demolition and installation of interim landscape and hardscape elements until a
permanent courtyard could be designed and developed. In January 2006, ROD
Builders, Inc. was awarded a contract for the rehabilitation of areas impacted by the
former Police building additions to City Hall. Now, the site is ready for the courtyard
construction phase and staff seeks a recommendation from City Council to authorize

the City Manager to award a construction contract with Pima Corporation in the amount
of $271,200 plus a contingency amount of $27,120 in the event unforeseen conditions
should arise.
Discussion
Previous Council Actions
On December 16, 2003, City Council approved demolition of the former Police building
addition to City Hall and installation of interim landscape and hardscape elements until a
permanent courtyard is designed and developed as part of the future rehabilitation of
City Hall. Subsequently, on January 10, 2006, ROD Builders, Inc. was awarded a
contract for the rehabilitation of areas impacted by the former Police building additions
to City Hall, including infill of non-original openings and installation of doors and
windows at historic locations in and near the courtyard. It is anticipated the restoration
work will be nearing completion prior to interim landscape installation.
Commission Action
On February 24, 2005 a Certificate of Appropriateness for the design of the courtyard
was granted by the Landmarks Commission.
Contractor/Consultant Selection
On February 21, 2006 a request for bids was issued with nine (9) contractors receiving
bidding documents. Many bidders reported they were unable to submit bids in a timely
manner as they were preparing bids for larger projects. On March 2, 2006 Addendum

No. 1 was issued, extending the bid date to March 13, 2006 in order to allow additional
time for bid preparation. On that date, three bids were received, two of which were
incomplete. On March 23 and 24, 2006, staff met with contractors to reduce and clarify
the scope of work. Contractors were requested to revise and resubmit bids by Tuesday,
March 28, 2006. Subsequently, three bids were received and Pima Corporation was
the sole contractor to submit a complete and competitive bid.
Following Civil Engineering and Architecture Division analysis of the bid, contractor
construction history and licensing record, Pima Construction was selected as the best
overall bidder. The contractor has successfully completed several landscaping and
irrigation projects including Beach Pedestrian Access Repairs, Gateway Landscaping
and Irrigation, Santa Monica Airport Landscaping, Irrigation and Drainage
Improvements and Sunset Park Mid-Cities Traffic Improvements for the City of Santa
Monica, completed construction of Clara Street Park Extension for the City of Cudahy,
Bicycle and Pedestrian Rest Facility and Freeway Park for the City of La Canada
Flintridge, and Conejo Creek Park for the City of Thousand Oaks. Projects previously
undertaken by the contractor have been completed to satisfaction. The State
Contractors' License Board verified that the Contractor's license is current, active, and
in good standing.
Budget/Financial Impact
The contract will be awarded in an amount of $271,200 plus a contingency of $27,120
resulting in a total budget impact of $298,320. Funds are included in the Fiscal year

2005/06 budget in the capital improvement project account C010739.589000 Old Police
Building Demolition.
